USNS Mercy MTF IT Operations Manager
role at
CACI International Inc
is located onboard the USNS Mercy, stationed in San Diego, CA. This role supervises IT repair, maintenance, operations, logistics, and engineering services to support the installed Medical Treatment Facility (MTF) network and other installed DoD networks. It primarily supports the Military Sealift Command (MSC) MTF Program Manager as a broad-based Subject Matter Expert in Command, Control, Computer, and Communications (C4) systems, requiring strong interpersonal and communication skills and a proven record of successful project execution.
Responsibilities
Provide direct supervisory duties for up to 8 personnel onboard including timesheets, leave review and approval, interviewing new candidates, travel planning and labor forecasting, and assessing and managing performance reviews
Implement and maintain infrastructure to surge manpower capacity by 96% (from a crew of 65 to 1,350) in less than 72 hours in support of disaster response operations, while maintaining integrity of protected information and auditing systems
Provide “Tier 4” technical support to Civilian and Military staff regarding onboard information technology or communications systems
Provide “Tier 3” support for embedded network systems (NIPRNET and SIPRNET) onboard USNS Mercy
Certify all applicable information systems are installed, maintained, and operated in accordance with Security Technical Implementation Guides, Program of Record configurations, or Authority to Operate guidelines
Develop and maintain System Administrative (SA) guidelines, Standard Operating Procedures (SOPs) and Network Architecture diagrams
Perform routine hardware maintenance/troubleshooting and operating system upgrades for the MTF network systems
Perform customer support services with the onboard MTF network users
Provide initial training on MTF operations to new staff embarked including contract and military ADP staff
Harden the network in accordance with IA standards/mandates
Design, document, set-up/configure, and troubleshoot Local Area Networks (LANs), including router and L2/L3 switch configurations, IP assignments, VLAN instantiation, and hardware and software selection and installation
Install, load, maintain, upgrade, test, troubleshoot, and provide IA support for the MTF networks
Assistance with and supervision of ACAS Scanning and Reporting
Supervise the management of the DISA HBSS systems on the NIPR and SIPR networks
Provide updates of material and casualty status of these systems to the Information System Security Manager, Operations, and the Supply Officer
Position will deploy/embark with the ship for missions, out-of-state Shipyard periods, and maintain readiness to deploy within 5 days (Ready 5) of natural disasters during Hurricane/Storm Seasons. The ship can be underway for 6 months or more; you must be willing to deploy with the ship as embedded contractor support staff for that duration
Qualifications
Currently hold a Department of Defense SECRET security clearance
At least 10 years of experience in Enterprise level IT administration (3–5 years of hands-on IT shipboard related experience)
At least 2 years of Healthcare Informatics administration/support
Demonstrated expertise and leadership in IT disciplines and Expeditionary Healthcare Operations, including Data Center, Network, Systems, Cybersecurity, and Management Level competencies; able to brief and provide concise information relating to IT and COMMS operations to the Commanding Officer of the MTF and others as designated
Current Information Assurance (IA) Technical Level II (e.g., GSEC, Security+, SCNP, SSCP) certification
Excellent written and verbal communication skills, and ability to report on daily efforts
Proficient with Windows 10/11 and Windows Server 2012/2019/2022
Ability to work independently and without constant supervision
Ability to work well under pressure, multi-task, and prioritize items as needed
Excellent organization and communication skills
Ability to deploy on short notice for extended periods in support of operational or humanitarian disasters
Understanding of Navy Logistics policies and procedures
Must be a US Citizen and fluent in English
Desired
Combat operation experience/prior military experience
Operational understanding of T-AH class hospital ship command structure and command and control relationships, capabilities, and limitations
Completed prior military service or relevant civilian experience on large seagoing vessels
Possess or gain an FCC General Radiotelephone Operator License or an FCC Technician Class Amateur Radio License
Certified CISCO Network Associate (CCNA)
Direct onboard experience in Mercy Class hospital ship information system operation, design, troubleshooting, and repair

Pay Range The Proposed Salary Range For This Position Is
$82,700 - 173,900 USD
