The position provides strategic guidance in long-range capital and operational planning, budgeting and financial policies, offering technical expertise including updating, implementing and managing the Surface Water Master Plan; basin planning; water quality research and monitoring programs; public outreach and education; to develop and to ensure assets are effectively developed, funded, maintained, operated, protected, replaced, and monitored to achieve service level objectives; and to ensure compliance with the City's National Pollutant Discharge Elimination System (NPDES) Permit requirements and all local, state, and federal regulations.SUPERVISION RECEIVED AND EXERCISEDReceives supervision from assigned management staff.Exercises general supervision over technical and professional staff. EXAMPLES OF DUTIES Essential Functions:Plan, organize, and coordinate the activities of the Surface Water Utility Program; coordinate maintenance and operations, design review, inspection and water quality programs related to NPDES requirements such as infiltration, retention ponds, detention storage facilities and public right-of-way systems.Develop and maintain guidance documents on use of Best Management Practices (BMPs) for commercial and residential activities; manage education programs regarding pollution prevention and use of BMPs.Develop specifications for contracted services; administer service contracts for the repair, design, construction and maintenance of surface water facilities; assure compliance with cost and timelines and applicable Federal, State and local laws, codes and regulations.Select, train, motivate and evaluate assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.Develop, monitor and control the program budgets, assuring proper resources are available to fund capital improvement projects, maintenance, inspection, water quality and contracted services; establish internal systems to ensure efficient use and management of human, financial and capital resources.Coordinate and participate in the development and updating of short - and long-range plans, including Surface Water Master Plan; basin plans, manage the review and approval of surface water plans prepared in support of special planning areas.Review development applications for storm drainage and for conformance with the NPDES and SEPA, utility and land use standards and make recommendations for mitigation, facility extensions, paybacks, participation and design alternatives, as applicable. Develop and review various engineering reports, feasibility studies, environmental documents, cost of service and rate studies and other deliverables; determine appropriate fees for services. Prepare and present reports, recommendations and studies to City staff, City Council, at public hearings and meetings and to private agencies and groups.Represent the City in meetings involving other municipal governments and State and Federal agencies; serve as liaison with Federal, State and other agencies with respect to regulation and programs, including but not limited to the Endangered Species Act, storm water pollution, wastewater treatment, and flooding issues.Oversee the surface water assets in the City Asset Management Program, support development of procedures and standard practices for the City asset management. Develop and maintain communications with the public, contractors and government agencies to receive complaints and suggestions, to provide information and explanations regarding City surface water activities and projects, and resolve disputes and conflicts as needed.Provide technical expertise and respond to complex questions; resolve conflicts and interpret various codes and ordinances; develop and revise division procedures as needed.Evaluate and propose new and amended City ordinances related to the management of surface water systems and compliance with the NPDES Permit, Ecology regulations, Clean Water Act and other state and federal laws and regulations. Coordinate emergency preparedness and response for Illicit Discharge Detection and Elimination (IDDE) events and broader surface water-related emergencies.Marginal Functions:Respond to and resolve difficult and sensitive citizen inquiries and complaints.Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of surface water and environmental programs; incorporate new developments as appropriate.Perform related duties and responsibilities as assigned. QUALIFICATIONS Knowledge of:Principles, techniques and theories of surface water management.Expertise in managing assets throughout their lifecycle, from acquisition and maintenance to rehabilitation, repair, and replacement decisions.Operations, policies and objectives of surface water planning, code enforcement, facility maintenance and inspection.Comprehensive planning principles, practices, regulations and techniques, including development and updating local, basin and comprehensive surface water plans.Utility financial management practices, debt service and connection fees.Advanced technical knowledge of hydrology and hydraulics fields.Effective methods of organizing and utilizing data, equipment, personnel and resources.Principles and practices of local government budget preparation and administration.Principles and practices of asset management.Familiarity with performance measurement frameworks, including key performance indicators (KPIs) and levels of service (LOS).Pertinent Federal, State and local laws, codes and regulations.Ability to:Participate and work effectively in an organization committed to advancing principles and practices of equity and anti-racism. A typical way to obtain the knowledge and abilities would be:Experience:Five to seven years of increasingly responsible experience in a surface water, water or wastewater management utility including three years of administrative and supervisory responsibility.Training:Equivalent to a bachelor's degree from an accredited college or university with major course work in Civil Engineering, Public Administration, Environmental Science, or related fieldPreferred License or Certificate:Washington Professional Engineer's (PE) License.Project Management Professional (PMP) or similar certification.Public Works Supervisor or Manager certification through APWA or similar organizations Required License or Certificate:Possession of state issued valid Driver's License.
