Salary: $21.03 - $24.18 HourlyLocation : Hobbs, NMJob Type: Full Time NonExemptJob Number: Department: GENERAL SERVICESOpening Date: 08/14/2025 DescriptionGENERAL DESCRIPTIONOperates road construction equipment such as street sweepers, steel wheel and rubber tire rollers,dump truck, water truck, utility truck, flatbed, compressor, backhoe, shovel, hoe, compactor, jackhammer, crack-seal machine, side broom, weed eater, chainsaw, pavement saw, and welder. Trucks and equipment operated are various sizes and weight in loading, hauling, and unloading various equipment, material and supplies. Equipment is utilized in construction, maintenance and repair of streets, alleys, storm drains and other City owned facilities. Essential Duties ESSENTIAL DUTIESFills and resurfaces holes, ditches, cracks, cutting out, backfilling, and compacting, patching, crack seal, cold mix, asphalt, concrete, caliche, and other permanent paving materials. Performs a variety of general construction work, including facilities maintenance and/or welding based on experience level and skillset. Rebuilds and changes out sweeper heads and gutter brooms for street sweepers. Responds to public complaints.Other duties include picking up and disposing of special trash collection such as auto accident debris or spills, street sweeping, de-icing streets with brine water, spreading sand and cleaning out storm drains.Insures roadway is clear of debris prior to applying paving material. Serves as a spotter, flagging water and gas meters, manhole covers, sewer cleanouts, and ensuring electrical, telephone and cable lines are not damaged.Assists in setting up warning devices and barricades and controlling traffic at work sites by flagging to guide traffic through work areas as required. Will be scheduled on on-call rotation. In addition, may receive call to report to work after normal scheduled hours including weekends, holidays and before/after or during inclement weather. Cleans, inspects, and performs maintenance and repairs to field equipment. May serve as a back up to Heavy Equipment Specialists as needed, if qualified.The duties listed above are intended only as illustrations of the various types of work that may be performed. Minimum QualificationsThis position is subject to the City of Hobbs' Drug and Alcohol Testing Policy which includes one or more of the following: pre-employment testing, post accident testing, random testing, reasonable suspicion testing, return to duty testing and follow-up testing.MINIMUM QUALIFICATIONSEducation and Experience:Graduation from high school or GED equivalent preferred. Two years of experience in work involving medium and heavy equipment operation required. One year of streets maintenance experience preferred.Skills, Knowledge and Abilities:Knowledge of materials, methods, techniques, terminology, and equipment used in construction.Knowledge of emulsion in regards to paving materials, asphalt, concrete, and other related materials.Ability to read and comprehend equipment specifications and various gauges.Ability to work after hours, weekends, and holidays.Ability to work independently and to complete daily activities according to work schedule. Ability to effectively communicate orally and in writing. Ability to understand, follow and transmit written and oral instructions.Ability to establish and maintain effective working relationships with all Street personnel, various other City personnel and general public.SPECIAL REQUIREMENTS Must live within 10 mile radius of City limitsLICENSING AND CERTIFICATIONSPossess a valid New Mexico State issued driver's license required. Possess CDL Class B endorsement or ability to obtain within 12 months of hire. Must maintain CDL Class B endorsement during duration of employment. The employee is occasionally exposed to blood borne pathogens and risk of electrical shock.The noise level in the work environment is loud. The City of Hobbs will provide 80% to 90% Heath Insurance Coverage from Single to Family coverage. Employees are eligible for 100% short-term disability coverage provided by the City of Hobbs. Employer PERA contributions 14.8% for general, 28.775% for HPD, 30.9% for HFD. CDL pay - $6,000 per year (if applicable). PTO accruals start at 12 hours per month (144 hours per year) and progressively increase based on years of service to 20 hours per month (240 hours per year) at year 21. Bilingual Pay - $1,500 dollar incentive per year upon completion of yearly proficiency test. Education Incentive - ($1,000, $4,000, $6,000 dollars - Associates, Bachelor's, Masters; degree must be relevant to position and above the current minimum requirements of the held position). Longevity Pay - Begins at the completion of 10 years of service. Gradually increased. Retention Incentive - $600 incentive yearly with years 1-9 of completed service 13 Paid Holidays. Bereavement Leave - 5 days per calendar year per personnel rules guidelines.
