The Dane County Department of Human Services (DCDHS), Prevention and Early Intervention Division's

Immigration Affairs Office , located at 2450 Rimrock Road in Fitchburg, Wisconsin, is recruiting for a full-time (1.0 FTE) Social Work Supervisor (Bilingual - Spanish) position. This position is designated as bilingual and applicants will be tested in Spanish and English during the recruitment process. Employees who work in bilingual designated positions receive an additional $2.00 per hour (not reflected in the above hourly rate).

Under the general supervision of a Human Services Manager, the Prevention & Early Intervention (PEI) Division Social Work Supervisor is responsible for the administrative direction and professional development of assigned social services staff. Ensures continuity and effectiveness of agency services in conformity with federal, state and agency laws, rules and regulations. Supervises social workers and other staff and helps them develop the skills, attitudes and knowledge necessary to perform their jobs. Maintains professional standards of social work practice and performs related work as assigned. EXAMPLES OF DUTIES

Serves on the PEI Leadership team. Supervises assigned agency staff. Evaluates staff performance. Recommends action on hiring, probationary periods, transfer, discipline, adjustment of grievances and staffing levels. Leads unit meetings. Promotes staff professional development. Ensures unit caseload coverage. Evaluates need for agency services. Assigns cases. Provides consultation. Participates in and may coordinate case conferences involving other supervisors and staff. Participates in continuing profession-related development. Interprets programs and policies for the community. Promotes interagency and intra-agency cooperation. Serves on public-facing State, Local, consortium and other committees on behalf of the Department. Acts as the Department's Subject Matter Expert on issues specific to their unit. DUTIES SPECIFIC TO PREVENTION AND EARLY INTERVENTION SUPERVISORY ROLE: COMMUNITY RESTORATIVE COURT (CRC) SUPERVISO

R:

CRC is a pre-charge restorative justice program targeting 17 - 25-year-olds who have committed a municipal violation or misdemeanor offense. Respondents who complete the program are not charged. Subject matter expertise in restorative practices is required. Supervises CRC social work and program leader staff. Monitors program operations and model integrity including Peacekeeper trainings, referrals, intakes, circles, data management and service provision. Coordinates with CRC stakeholders and partner agencies, including law enforcement and the District Attorney's Office. IMMIGRATION AFFAIRS OFFICE (IAO) SUPERVISO

R: IAOprovides outreach, case management and support resources to immigrant and refugee populations in Dane County. Subject matter expertise in immigration and refugee issues is required. Oversees all IAO functions including staff onboarding, training and supervisionof social work staffwho provide case management service response to clients with immigration and human service needs. Provides direct service back-up coverage for staff, often working with Spanish and non-English speakers. Monitors program operations, sets annual goals, and tracks metrics and outcomes. Provides subject matter expertise to other DCDHS staff and divisions, including facilitation of workshops. Participates on and leads projects involving other organizations and community stakeholders. Is a liaison and representative for community relations to the local, state, national and international Spanish-speaking community, including communication and coordination with Consulates from different countries in the U.S. Performs 30 - 50% of required duties in Spanish given consumer and stakeholder audiences. This is a bilingual designated position. JOINING FORCES FOR FAMILIES (JFF) SUPERVISOR

Joining Forces for Families is a community-based social work program working with local partners to strengthen families and communicates. Subject matter expertise in community-based social work is required. Supervises a team of community Social Workers and a Housing Program Leader. Leads efforts in assessing service gaps, developing community capacity building efforts and provision of casework with families. OUT Of HOME CARE (OHC) SUPERVISOR - FOSTER AND KINSHIP CARE:

Out of Home Care licenses and supports foster and kinship care providers, oversees group home and residential contracts, and works closely with child protective service and Youth Justice Social Workers. Subject matter expertise is required in Wisconsin Foster Care Administrative Rule (DCF 56) and Kinship Care Administrative Rule (DCF58). Supervises Social Workers, Clerks, an OHC Specialist, a Behavioral Health Specialist for OHC and a Social Service Specialist. Approves foster home licensing and re-licensing, and kinship care program grants. Acts as primary foster care rate setter for DCDHS. Must have an understanding of Wisconsin's SAFE Foster Home Study model and successfully complete the SAFE Foster Home Study training for Supervisors within one (1) year of hire. OUT OF HOME CARE (OHC) SUPERVISOR - INDEPENDENT LIVING (ILS) AND PERMANENCY PLANNING (PP):

The Out of Home Care Supervisor - ILS and PP oversees Independent Living Services for youth ages fourteen (14) and older in court ordered out of home care placements including rate setting and monitoring of Supervised Independent Living placements and other related services. Also oversees initiation, modification and termination of subsidized guardianship and discreet permanency planning tasks assigned to the Permanency Planning Social Worker including assistance with family finding whenever feasible. Works closely with other OHC team members' functions, Child Protection and Youth Justice. Acts as an OHC rate setter and provides back-up supervision for OHC Intake. Supervises Social Workers.

Education, Experience and Special Requirements Education, Training and Experience:

Bachelor's degree in Social Work or a related field and five (5) years' professional social work or related field experience; or a Master's degree in Social Work or a related field and three (3) years' professional social work or related field experience. Supervisory or lead worker experience is preferred but not required. Certifications/Licenses:

Social Work Certification from the WI Department of Safety and Professional Services (DSPS) is required. Special Requirements

Subject matter expertise is required in Wisconsin's Independent Living Program and Wisconsin's Ongoing Service Standards related to Permanence Determination and Achievement. Bilingual Pay: Employees who work in bilingual designated positions receive an additional $2.00 per hour.

Undesirable Hours Premium Pay: Employees may receive undesirable hours pay of $2.00 for anytime worked between 6:00 p.m. and 6:00 a.m and for anytime on Saturday and/or Sunday. (not applicable with all employee groups).

Paid Parental Leave: Dane County also provides 12 weeks of paid parental leave for birth or adoption of a child.

Caregiver Leave: Dane County offers 80 hours of paid leave to care for an ill family member.

Telecommuting: Telecommuting allows employees to work remotely for all or part of their workweek. Dane County considers telecommuting to be a viable, flexible option when both the employee and the job are suited to such an arrangement. Dane County will permit telecommuting when it benefits the productivity of the employee and their department and if determined by employee's department that telecommuting is not detrimental to either the County or the employee.
