The Program Manager for the ESC-2 SEED Grant is a full-time position responsible for leading the SEED Grant program, a grant-funded initiative aimed at improving early literacy, numeracy, and developmental outcomes for Pre-K through 2nd-grade students across the region. This role provides leadership in program implementation, professional development, and data-driven instructional improvement. The Project Director will oversee SEED Grant coaches, guide educators in effectively using data, and integrate technology-including AI-based instructional tools-to support targeted instruction and continuous improvement. This position ensures program fidelity, manages grant resources, and fosters collaboration with LEAs, ESC specialists, and community stakeholders.

Education Qualifications:

Graduation from a four-year accredited college or university

(required) Texas Teacher Certification

(required) A master's degree in Educational Leadership (required)

Experience: Prior experience implementing and supporting data-driven instruction in Pre-K-2nd grade Early childhood curriculum knowledge and teaching experience Experience coaching teachers and/or instructional leaders Supervisory experience in managing instructional teams or coaches Experience managing special-funded program budgets Familiarity with instructional technology and AI-based tools for teaching and learning

(preferred) Major Responsibilities and Duties:

Manage a team of SEED Grant coaches delivering professional development, coaching, and implementation support to LEAs. Guide coaches in integrating AI-based tools to enhance instructional planning and student support. Conduct regular check-ins with coaches to monitor progress, address challenges, and ensure program fidelity. Lead site visits to supported campuses to calibrate program implementation and provide hands-on guidance. Lead training sessions to ensure Pre-K-2nd grade teachers are proficient in using the EC-ID dashboard for data-informed instruction. Model data-driven lesson planning in classrooms and integrate data use into PLC and MTSS cycles. Provide targeted professional development on assessment literacy, culturally responsive teaching, and instructional technology integration. Oversee the SEED Grant budget, ensuring compliance with all funding requirements. Track and report program outcomes, including student progress data, fidelity of implementation, and instructional impact. Maintain accurate records and ensure adherence to data protection and child safeguarding policies. Work with ESC Region 2 specialists to integrate SEED Grant work into broader instructional improvement initiatives. Coordinate with campus and district leaders to structure intervention schedules and data meetings. Lead family engagement efforts, including workshops and family engagement events to share assessment results and student progress. Program Management:

Provide overall leadership and coordination of the SEED Grant program to ensure alignment with grant objectives, ESC-2 strategic priorities, and state/federal compliance requirements. Develop and maintain project timelines, deliverables, and milestones to ensure effective execution of all program activities. Monitor and evaluate program implementation using data dashboards, student outcome reports, and fidelity measures; adjust strategies as needed to achieve continuous improvement. Collaborate with internal ESC-2 departments, partner districts, and community stakeholders to coordinate resources and maximize program impact. Prepare and submit required program reports, performance metrics, and compliance documentation to funding agencies and ESC-2 leadership. Ensure efficient and transparent management of program resources, including budgeting, staffing, and procurement in accordance with ESC-2 and grant policies. Lead risk management planning to identify potential challenges and implement proactive solutions to maintain program fidelity and sustainability. Maintain clear communication channels among program staff, ESC-2 leadership, and participating districts through regular meetings, updates, and written reports. Represent ESC-2 SEED Grant initiatives at state, regional, and national meetings to share outcomes, best practices, and lessons learned.
