We encourage you to apply even if you don'tsatisfy every single bullet on this list.The City offers agenerous compensation and benefits package that includes retirement paid timeoff including vacation holidays medical & dental insurance flexiblespending account professional development career growth longevity incentivesand more!NATUREOF WORKThe purposes of this position are to perform and complete unskilled andsemi-skilled municipal building, water, sewer, road, drainage, and othermaintenance and construction work.Included are assignments such assnow and ice control operations, street cleaning,seasonalcleaningand cleaning operations; water, sewer, road, anddrainage systems andfacilitiesmaintenance, repair, andconstruction; trench hand grading and pipe laying; curb laying, street repairsand paving; improvingtrafficand pedestrian access and sightdistances; grounds maintenance, vegetation trimming, cutting, and removal; backfilling, loading, and transporting and implementing job site and work safetyprocedures.SUPERVISIONWork is performed under the general direction of the PublicWorks Director, Deputy Public Works Director, General Foreman, or theirdesignee.Incumbent plans and carries out daily work with a degreeof independence and teamwork. Performance is subject to review according to theCity's personnel plan through observation, reports, and the results achieved.ESSENTIALJOB FUNCTIONSThe essential functions or duties listed below are intendedonly as illustration of the various types of work that may be performed. Assist in the installation, maintenance, and repair of water and sewer facilities andlines. Assistswith meter installations and programs meter boxes.2. Spreads sand, gravel, andasphalt. Digsand moves materials with hand tools, wheelbarrows, and handtrucks. Performsother manual and machine assistedmaintenance, repair, and construction work.3. Loads and unloads heavy materials from vehicles. Assists with stocking operations. Mixes and pours cement. Lays asphalt and patches streets.4. Uses a wide variety of power, pneumatic, and hand tools to perform heavy laboring and unskilled and semi-skilled tasks essential tomunicipalbuilding, public works, andutilityoperations.5. Mows grass, weeds, andbrush. Rakesand picks up refuse, leaves, and other debris. Clears culverts, drains, roads, ditches, andhydrants. Maintainsparks and other grounds.6. Paints and puts antifreeze in hydrants.7. Assists with preparing, maintaining, and performing job site and work safety practices.8. Operates a snowplow truck and/or services as the operatorshelper. Usessidewalk tractors and trucks rated 1.5 tons or less. Shovels snow and spreads sand and salt on sidewalks, parking lots, steps, etc.9. Subject to call out torespondto emergencies after normal working hours.10. Operates and checks vehicles, attachments, and tools for correct fluidlevels, pressures, and general operatingcondition. Services, cleans and washes vehicles and equipment. Reports repair needs to supervisors and mechanics.11. Performs such other duties and responsibilities as may be assigned from time to time by supervisor.REQUIREDKNOWLEDGE, SKILLS, AND ABILITIESAn incumbent in this position consistently demonstratesa(n)...1. Ability to effectively and safely use power, hydraulic and pneumatic driven tools, gas meters, other test and safety equipment, and specialized equipment such as a rodding machine, vactor truck, various pumps, hand tools, specialized machines and equipment and a working knowledge of the characteristics of materials used i.e., their purpose and suitability for application or use.3. A strong commitment to producing excellent work and work products in the most cost effective manner possible.4. On-going development and training of acquired skills and knowledge in the efficient, safe and effective use of equipment, materials, tools and time.5. Strong personal example to provide excellent services to external and internal customers.6. Ability to communicate effectively with the general public, City staff, and government officials at all levels.ENVIRONMENT,WORKING CONDITIONS, PHYSICAL AND MENTAL EFFORTWork is performed inside a garage, at field locations, outside in all weatherconditions, in confined spaces, and inside vehicles.This positionrequires frequently working around, in, under and on top of machinery andequipment.Ability to perform simple and routine manual labor andperform one routine job for a prolonged period. Current position includes somelimited physical requirements including frequently performing strenuous manuallabor for extended periods of time under adverse and varying weather andclimatic conditions, frequently moving and transporting equipment, supplies,and tools weighing up to 80 pounds, and possible exposure to hazardousconditions, chemicals, gases, and odors.MINIMUMREQUIRED QUALIFICATIONSApplicants for this position must have graduated from high school or haveearned a graduate equivalent diploma (GED), have a working knowledge of how tocare for, operate and use tools and equipment effectively and efficiently andhave not less than two (2) years' experience in construction or maintenancework.New hires and incumbents must possess the following licenses:A valid commercial driver's license (CDL), class B and have no offenses which would prohibit or restrict insurability by any insurance carrier providing coverage to the City or the ability to obtain one at the end of the probationary period.CDL Requirement:To obtain a New Hampshire CDL, you must meet the following criteria:* Hold a valid New Hampshire Driver License* Be at least 18 years of age*If you are an out of state applicant, you must be 21 years of age or olderThe City of Portsmouth offers to help with associated costs for required CDL and recommended additional licensing.
