Position Overview

We are seeking a detail-oriented Purchasing Planner to support a Foreign Military Sales (FMS) contract with the U.S. Army. The Purchasing Planner will be responsible for managing procurement planning, inventory control, and supply chain coordination to ensure timely and cost-effective acquisition of goods and services. This role requires strong logistics, procurement, and supply chain management expertise in compliance with U.S. Army and host-nation regulations. Responsibilities

Develop and execute purchasing plans to meet operational requirements under the FMS contract. Coordinate with Purchasing, vendors, suppliers, and subcontractors to ensure timely procurement and delivery of materials and equipment. Ensure compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), and host-nation procurement laws. Maintain accurate inventory tracking systems. Monitor supply chain performance and identify opportunities for cost savings and process improvements. Work closely with logistics, finance, and program management teams to optimize procurement efficiency. Track purchase requisitions, supplier performance, and delivery schedules to ensure contract fulfillment. Support budget planning, forecasting, and cost analysis for procurement activities. Ensure compliance with export control laws, trade agreements, and supply chain security requirements. Address supply chain disruptions, risk mitigation, and contingency planning as needed. Required Qualifications

5+ years of experience in procurement, purchasing planning, or supply chain management. Strong knowledge of U.S. government procurement processes, FMS contracts, and defense supply chain logistics. Proficiency in Microsoft Office (Excel, Word, Outlook, PowerPoint) and procurement databases. Excellent negotiation, problem-solving, and organizational skills. Ability to manage multiple priorities and work in a fast-paced, international environment. SECRET or higher security clearance Preferred Qualifications

Certified Professional in Supply Management (CSCM), Certified in Planning and Inventory Management (CPIM) Experience with host-nation procurement and logistics regulations. Familiarity with SAP, Deltek, or other government procurement platforms. Background in defense, aerospace, or government contracting industries. Company EEO Statement
