will own the
full lifecycle of capture management
for
prime federal contracts , with a focus on Civilian agencies and technology areas like Digital Transformation, Artificial Intelligence (AI), Cloud, and IT Modernization.

Job Title : Vice President of Capture - Federal Programs
Location : Herndon, VA (Hybrid - 3 days in office)
About the Role Sky Solutions is seeking a visionary
Vice President of Capture
to lead our capture organization and drive transformative growth. The
Vice President of Capture
will own the
full lifecycle of capture management
for
prime federal contracts , with a focus on Civilian agencies and technology areas like Digital Transformation, Artificial Intelligence (AI), Cloud, and IT Modernization.
The ideal candidate has a strong
federal contracting background , is highly attuned to
agency mission needs , and brings a
proven track record of successful captures , from
opportunity identification through award . We're looking for someone who owns the win strategy, shapes opportunities early, and knows how to influence both internal teams and external stakeholders to drive successful outcomes.
Key Responsibilities
Own the entire capture lifecycle , from market research, agency engagement, competitive analysis, to solutioning, teaming, and proposal hand-off.
Develop
client specific win strategies , leveraging agency knowledge, Client, and relationships to shape and influence procurements.
Identify, qualify, and pursue
targeted federal opportunities
aligned with our growth goals in Digital Transformation, AI/ML, IT Services, and Cloud.
Conduct competitive assessments and create tailored value propositions that clearly differentiate Sky Solutions.
Collaborate with Client, proposal, delivery, and executive teams to align internal capabilities with opportunity requirements.
Engage federal clients and decision-makers directly to understand challenges, gather Client, and position Sky early in the acquisition process.
Lead strategic teaming efforts: identify, evaluate, and negotiate with potential partners.
Drive pipeline growth by proactively identifying and prioritizing opportunities in agencies like DHS, HHS, IRS, DOJ, CMS, NIH, etc.
Translate market insights into actionable recommendations and provide executive level updates on pipeline status and strategy.
Required Skills and Qualifications
10+ years of direct experience in federal capture management with a strong emphasis on prime wins.
Proven experience growing federal business portfolios from around 40M to 200M (or greater).
Demonstrated success in leading and winning multiple federal contract captures, preferably 10M+ in size.
Deep understanding of federal acquisition lifecycle, contracting vehicles (GWACs, BPAs, IDIQs), and procurement regulations (FAR/DFARS).
Hands on experience capturing work with Civilian agencies such as HHS, Client, IRS, DOJ, GSA, NIH, CMS, or similar.
Expertise in shaping RFPs, crafting capture strategies, building winning teams, and developing price to win approaches.
Strong federal network and client facing communication skills able to engage executives, CORs, COs credibly.
Team first mindset with the ability to lead matrixed capture teams and work across technical, Client, and executive functions.
Ability to manage multiple priorities, meet deadlines, and thrive in a fast paced, growing organization.
Exceptional communication and interpersonal skills, with the ability to lead presentations and effectively communicate complex solutions to federal clients.
Strong leadership and team collaboration abilities, with the capacity to work across multidisciplinary teams.
Highly organized, with the ability to manage multiple projects and meet deadlines.
Preferred Qualifications
Experience working with SBA certified small businesses or knowledge of small business programs such as 8a, HUBZone, SDVOSB.
Strong network of federal clients and partners in the Digital Transformation and AI sectors.
Previous experience in growth roles within IT services or emerging technologies in the federal contracting space.
Educational Qualifications
Bachelor's degree in Business, Information Technology, or a related field; Master’s degree preferred.
Relevant certifications in capture management or business development such as APMP are a plus.
