Overview The Facilities and Business Services team ensures a safe, secure, and accessible working environment for SANDAG’s employees by providing effective management and maintenance of agency properties; overseeing efficient workspace planning and asset management; and, executing a wide range of business services including meeting support, legal notices, fleet management, emergency trainings, and copy/print/mail services.

Role The Manager of Facilities and Business Services will provide oversight and management of SANDAG facilities, including its WEST office space, Toll Operations Center, and other project-related properties. This work will include supervision of team members based at the different locations to ensure the effective management and maintenance of agency properties; efficient workspace planning and asset management; and, execution of business services including, but not limited to, meeting support, legal notices, fleet management, emergency trainings, and copy/print/mail services. Job Responsibilities
Ensure SANDAG facilities and business service functions are compliant with all applicable laws, regulations, standards, and policies. Lead a cross-functional team in support of the agency’s goals, provide mentorship, and cultivate strategic execution of the team’s responsibilities. Develop and implement comprehensive programs to ensure the ongoing functionality, cleanliness, safety, and security of buildings, equipment, properties, and systems; including oversight of facility access (ID badges) practices and policy. Coordinate with internal staff, external contractors, building management, and service providers to execute maintenance tasks and ensure compliance with quality standards and regulatory requirements. Oversee tenant relations, lease agreements, and maintenance/security of SANDAG properties. Optimize the use of available space by conducting space assessments and developing space allocation plans aligned with organizational needs and objectives. Coordinate office moves, decommissionings, reconfigurations, and furniture installations to accommodate changing requirements and promote efficient workflow and collaboration. Develop and manage facilities and business services budgets, including forecasting expenses, monitoring costs, and allocating resources effectively to support operational priorities and strong stewardship of taxpayer funds. Identify opportunities for cost savings, efficiency improvements, and capital investments in facility infrastructure and systems to optimize long-term value and performance. Maintain accurate records of facility assets, equipment, and inventory, including maintenance histories, warranties, and replacement schedules. Implement asset tracking systems, conduct periodic audits, and assess asset conditions to optimize asset utilization, minimize downtime, and plan for lifecycle replacements and upgrades. Serve as a liaison between facility management, public agency leaders, departments, and senior leadership to communicate facility-related updates, address concerns, and solicit feedback. Cultivate positive relationships with stakeholders, foster a customer-centric culture, and collaborate cross-functionally to align facility strategies with organizational objectives and priorities. Oversee meeting logistics, including room setup, hospitality, security, and resources planning (including coordination of off-site location reservations for SANDAG activities) Ensure efficient delivery of mail services and copy center operations, fleet vehicle management, property disposal, official publication notices, and other business support functions. Typical Qualifications
Bachelor’s degree with major course work in business administration, public administration, finance, or a related field.A master’s degree is desirable. A combination of education and recent work experience may be considered in lieu of the bachelor’s degree. Minimum of seven years of increasingly responsible experience in managing complex facilities, professional business or office support functions, including a minimum of two years of supervisory experience. Demonstrated experience developing and managing budgets, forecasting expenses, and monitoring costs. Experience with inventory control, asset management, tracking systems and audits. Knowledge of organizational and management practices as applied to the analysis and evaluation of Facility, and Business Operations programs, policies, and projects. Demonstrated ability to analyze issues, evaluate alternatanagerives and reach sound, logical conclusions and actionable recommendations; ability to work with executives and leaders in developing and carrying out initiatives. Demonstrated ability to establish and maintain credible working relationships with those contacted in the course of work including agency and other government officials, community groups, the public, and media representatives; ability to gain cooperation and consensus through discussion and persuasion. Ability to communicate technical information effectively, both orally and in writing, to a broad range of audiences; ability to prepare clear and concise administrative, technical, and informational reports; ability to prepare and deliver public presentations and recommendations to a variety of audiences with diverse viewpoints such as upper management, member agencies, Boards, community groups, and other audiences.
