Urban Institute is seeking a Contracts Administrator in the Grants and Contracts Office (GCO). The role supports compliance across the award life cycle, including proposals, contract and grant negotiations, subawards, and award closeout, primarily for research funded by private foundations and federal, state, and local governments.

The Opportunity The GCO is seeking a Contracts Administrator (Step 3/Grants & Contracts) to join our team. Our office provides compliance support over the entire award lifecycle and supports best practices in award management.
What You’ll Do
Provide support over the entire award lifecycle, from pre-proposal to closeout, in administering contracts, grants, subgrants, subcontracts, and purchase orders.
Review RFPs/RFAs to identify compliance issues and risks; advise proposal teams on terms and conditions.
With support from senior GCO staff, negotiate award terms to protect Urban's interests, including IP and publication rights, and stewardship of Urban's Funding Principles.
Collaborate with Senior Contracts Administrators and Senior Managers to execute awards and resolve contractual issues.
Interpret terms and conditions and advise on implementation issues, providing options to mitigate risk and resolve issues.
Assess project-specific procurement and subaward requirements, compliance concerns, and flow-down provisions.
Coordinate with internal departments (Program Operations, Development, Finance, Controller, Technology and Data Science, Communications, HR) to ensure seamless award lifecycle management.
Build and maintain relationships with internal and external stakeholders.
Assist with award close-out activities and respond to ad hoc requests.
DC-based candidates are preferred.
Who You Are
Bachelor’s Degree with 2–4 years of progressive experience in awards management, subcontracting/procurement, and/or proposal development; hands-on knowledge of US Federal requirements (FAR, CFR/Uniform Guidance) is required; foundation funding experience preferred.
Knowledge of common contract instruments (Cost Reimbursement, Fixed Price, Time and Materials, Indefinite Delivery).
Familiarity with proposal and award budgets, cost/price analysis, and supporting documentation.
Strong negotiation and decision-making skills with problem-solving capabilities.
Strong written and verbal communication skills; ability to translate complex requirements clearly.
Ability to thrive in a fast-paced, changing environment with flexibility and adaptability.
Excellent organizational and analytical skills; ability to balance multiple priorities.
Diplomatic judgment and ability to manage varied internal and external relationships while maintaining confidentiality.
Growth mindset with willingness to learn and receive feedback.
Proficiency with MS Office (especially Excel and Word); experience with JAMIS Prime, Salesforce, and funder databases is a plus.

The target salary range for this position is $74,050 – $107,400, depending on experience and internal equity. Salaries are part of Urban Institute’s total compensation package, which also includes generous benefits such as paid time off, medical/dental/vision coverage, transit benefits, and a 403(b) retirement plan with employer contributions after six months and eligible hours.
