Position Overview The Career Technical Initiative (CTI) is an ambitious statewide effort to meet the growing demand for skilled workers in manufacturing, construction, and the trades across Massachusetts. Led by the Workforce Skills Cabinet and managed by Commonwealth Corporation, CTI partners with vocational high schools to expand training opportunities for adult learners. Through evening programs, these schools provide hands-on instruction that supports unemployed and underemployed residents develop valuable skills, earn credentials and launch rewarding careers. CTI drives this work by providing grant funding, tailored technical assistance to vocational schools, and ongoing outcome monitoring to ensure real impact.

Work hours 40 hours per week – Hybrid (Boston, MA)
Annual Salary $65,000 - $70,000 plus, Employer contributes 13.2% of gross salary to a 401(a) employee retirement plan. (Vested 100% on day 1 of hire)
The Program Manager supports these efforts within a team under supervision of the Director.
Key Job Duties and Responsibilities
Grant Management: Oversee a dynamic portfolio of grants, including contributing to designing Requests for Proposals (RFPs) to guiding new grantees through contracting and supporting ongoing grant implementation. Ensure each grant aligns with program goals and budgetary requirements, helping grantees translate funding into real results.
Technical Assistance: Act as the primary point of contact for your grantee portfolio, building strong, collaborative relationships. Provide responsive, solutions-oriented support, ensuring grantees feel confident and informed at every step. Share timely updates and guidance to help grantees navigate program operations successfully.
Monitoring and Compliance: Track program delivery and budget use to ensure grantees meet compliance and audit standards. Analyze grant data to surface promising practices and identify early warning signs for struggling grantees. Contribute to data collection and readiness efforts for CTI audits.
Relationship Management: Build long-term partnerships with grantees by maintaining consistent, open communication. Help coordinate and lead grantee convenings, creating spaces for learning, sharing, and continuous improvement.
Knowledge, Skills, and Competencies
Ability to thrive both independently and collaboratively while managing complex projects with multiple stakeholders.
Strong critical thinking and problem-solving skills, with the ability to anticipate needs and make informed, data-driven decisions.
Skilled in leveraging communication skills to build relationships with varied groups such as grantees, partner organizations, employers, and government stakeholders.
Familiarity with project management software (Salesforce, Apricot, Titan Form).
Minimum Qualifications
Three years of experience in a public or non-profit setting such as workforce development partnerships, education and training programs, economic development, career and technical education, postsecondary institutions, or public policy initiatives.
Proficient knowledge of Microsoft products (Outlook, Teams, Word, Excel, PowerPoint).
Access to reliable transportation for in-state travel.
