Job Summary This position supports the coordination of public safety services, including Police, Fire, and EMS, to ensure the protection of life and property. Oversees the performance of dispatch operations, supervises emergency communications staff, and provides leadership to maintain efficient and effective emergency communication services. Also involves assisting the Communications Manager in planning, organizing, and directing the activities and operations of MATCOM.

Essential Duties The following duties are essential for this position. However, they are not to be construed as exclusive or all-inclusive. To be successful in this position, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned. Provides leadership in attracting, retaining and developing an engaged workforce in the delivery of superior services to City residents and businesses. Directs the work of and manages staff of the emergency communications Center. Interviews and selects new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Ensures proper training of dispatch personnel by developing comprehensive training programs and maintaining high operational standards; delivers remedial training for emergency communications staff as necessary to address performance gaps and enhance skills. Conducts performance improvement sessions and administers performance improvement plans to support staff growth and success. Provides benchmark assessments for agency standing regarding Accreditation. Evaluates equipment, maintenance procedures, operational statistics, and requirements, making recommendations for improvements as needed to enhance efficiency and effectiveness. Coordinates dispatch operational procedures to address the needs of the department and other users of the Communications Center. Performs limited troubleshooting of radio equipment malfunctions and oversees maintenance activities conducted by contractors to ensure timely resolution. Participates in the development, evaluation, and testing of emergency and disaster dispatch procedures in collaboration with other City departments and external agencies involved in disaster planning. Assists in the development and implementation of goals, objectives, policies, and procedures for MatCom operations, ensuring alignment with organizational priorities. Oversees the department's quality assurance/quality improvement program by reviewing calls for service using Advanced Quality Assurance (AQUA) to ensure compliance with emergency medical and fire dispatch protocols. Provides systematic call-taking and call-processing training for Telecommunicators, ensuring they are equipped to handle emergency communication effectively. Maintains employee records for Emergency Medical Dispatch (EMD) and Emergency Fire Dispatch (EFD) re-certification, coordinating with employees to complete testing and continuing education requirements. Conducts periodic audits and reviews of information queries using computer-aided dispatch systems, Terminal Agency Coordinator (TAC) functions and audits, and/or paper documentation to ensure compliance and accuracy. Collects and analyzes call volume, compliance reports, and statistical data for reporting and operational improvement purposes. Assists the Communications Manager in preparing reports and presentations for City, Borough, and State entities to support transparency and communication. Develops and implements best practices for public safety communication by applying IAED Medical and Emergency Fire Dispatch Priority Systems protocols and agency policies. Performs other job-related duties and special projects as assigned Knowlege, Skills and Abilities Knowledge of:

Modern principles and methods of management, organization, administration, supervision, including appropriate delegation of authority, responsibility and developing work schedules. Principles, laws, policies, methods, practices, and regulations pertaining to the dispatch of emergency equipment, law enforcement, fire and EMS policies and practices. Principles and practices of budget administration, records retention schedules and understanding of purge criteria, and the Public Records Act. Community oriented policing principles and practices. Administrative policies and procedures of the City. The City's and Department's operating requirements, policies, procedures, and practices; and local, state, and federal regulations related to department programs and operations. Principles and practices of budgeting, fiscal management, and project management principles and techniques. Management and supervisory practices and principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records. Current office practices and procedures. Operation of standard office equipment and software consistent with this position. Skill in:

Organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. Analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues. Identify coordinates and resolve a wide variety of issues related to emergency dispatch operations. Communicate and negotiate with collective bargaining units. Operate computerized public safety information systems, radio equipment, telephone systems, alarm systems and other communications equipment utilized by the City of Wasilla. Instruct and train in methods and procedures. Adapt and take control of situations, dictating subordinate activities in a responsible manner. Organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines. Apply sound judgment and discretion in performing duties, resolving problems, and interpreting policies and regulations. Communicate detailed and often sensitive information effectively and concisely, both orally and in writing. Read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. Prepare and maintain accurate and concise records and reports. Maintain professionalism at all times. Use appropriate language, style and methods depending on audience and the purpose of communication. Communicate effectively both orally and in writing with business representatives, elected officials, department heads, the public, and other City employees with courtesy and tact. Maintain effective working relationships with individuals within and outside the organization. Maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations. Work the allocated hours of the position and responds after hours if needed. Experience, Education Certificates, and Licenses Minimum Experience:

If no formal education, ten (10) years ofincreasingly responsible experience in public safety communications and records operation, including emergency dispatching and direct supervisory experience. With formal education, five (5) years of increasingly responsible experience in a public safety communications and records operation, including emergency dispatching and two (2) years of direct supervisory experience. Minimum Certifications:

Must have or ability to obtain Emergency Number Professional (ENP) Certificate or Registered Public Safety Leader (RPL) Certificate within one (1) year of date of hire. Must have or ability to obtain EMD and EFD Certifications within one (1) year of date of hire. Other Requirements:

Must possess a valid State of Alaska Driver's License. Homeland Security orientation tests (Incident Command Systems) will be groups; speak and write clearly and effectively to a variety of individuals in simple, understandable and required as a term of employment taken on-line: Entry level ICS-100 within fifteen days of date hired and ICS-200, ICS-700, and ICS-800 within 45 days of date of hire; ICS Complete ICS-300 and ICS-400 training as it becomes available. Full time employees receive 11 paid holidays: New Years Day, President's Day, Seward's Day, Memorial Day, Independence Day, Labor Day, Alaska Day, Veteran's Day, Thanksgiving and the day after, and Christmas Day. Employees with 0-3 years of service with the City of Wasilla will accrue 144 hours/year (12 hours/month) of paid time off. After 3 years, they will qualify for 16 hours/month, and after 8 years of service, employees qualify for 20 hours of PTO per month. PTO may be cashed out twice per year. Retirement is provided through the State of Alaska PERS (Public Employee's Retirement System). Participation in PERS is mandatory and the current contribution rate is 8% of gross wages. The City of Wasilla matches 5% of employee contributions for Tier IV employees. Employees will become fully vested after 5 years of PERS employment. State of Alaska Supplemental Benefit System (SBS) annuity plan is provided in lieu of Federal Social Security (deductions for Medicare will still be required). Participation in this program is mandatory. The current employee contribution is 6.13% of gross wages and is matched by the City. Employees receive a $50,000 policy and each eligible dependent receives a $2,000 policy. Coverage begins on 1st of the month following 30 days continuous employment. This is a portable policy, and employees can take over the premium payments upon separation if they choose to keep the policy.
