Overview

The Director of Business Continuity provides strategic and operational leadership for Jackson Health System’s enterprise-wide Business Continuity Program. This role ensures operational resilience for both clinical and business functions by building and maintaining a robust framework for preparedness, response and recovery while safeguarding patient care and supporting transformation initiatives. The Director collaborates with Executive Leadership, Clinical/Business Operations, Emergency Management, Information Technology, and other stakeholders to ensure the organization maintains the ability to deliver essential healthcare services during disruptive events through the oversight, execution, and ongoing evaluation of a Business Continuity Management framework.

Responsibilities

  • Design, implement, and oversee the system-wide Business Continuity Management (BCM) framework. Develop and enforce policies, procedures, and standards in compliance with the Joint Commission, CMS Conditions of Participation, and ISO 22301.
  • Serve as the primary advisor to Executive Leadership on business continuity, resilience and recovery strategies. Provide regular reports and data to Executive Leadership on organizational readiness and risk posture.
  • Act as a senior leader with the Hospital Incident Command System (HICS) during disruptions, supporting rapid decision-making and recovery coordination.
  • Lead and institutionalize Business Impact Analyses (BIAs) across all business and clinical units, ensuring documented priorities, dependencies and recovery timelines. Assess risks related to patient care delivery, IT/EHR downtime, supply chain, facility and community dependencies. Recommend and implement mitigation and recovery strategies that strengthen system resilience. Integrate BIA findings into planning, technology investments and resource allocation.
  • Develop and maintain a formal Continuity of Operations Plan (COOP) across hospitals, ambulatory care and corporate functions in alignment with regulatory standards.
  • Partner with IT to ensure a comprehensive Disaster Recovery Plan (DRP) is designed, tested and regularly updated to meet operational and clinical continuity needs. Ensure that all downtime policies and procedures are accurate, current and regularly updated.
  • Partner with operational and Health Information Management (HIM) leadership to ensure that downtime forms are current and readily available during planned and unplanned downtimes.
  • Maintain key performance indicators including frequency and effectiveness of drills, reduced downtime, improved recovery times and sustained continuity of patient care. Link access control, physical security and technology dependencies into continuity and recovery planning.
  • Collaborate with Emergency Management, IT, Facilities, Clinical Operations, Risk Management, and Compliance to ensure alignment of plans – disaster preparedness exercises, coordinated disaster response, and recovery planning. Facilitate the selection, implementation and use of downtime procedure applications. Engage with community partners, regulators and accreditation agencies to maintain compliance and collaborative response strategies. Chair or Co-Chair the Business Continuity/Disaster Recovery steering committee to align strategies enterprise-wide.
  • Coordinate with Clinical Informatics to lead enterprise-wide training, awareness, and education initiatives to build a culture of preparedness. Develop an enterprise-wide exercise program, ensuring regular tabletop and full-scale exercises that validate readiness and compliance. Formalize after-action reviews and lessons learned while driving continuous program improvement including updating policies and procedures. Monitor emerging risks, including cyber threats, climate-related events and public health crises. Identify opportunities to enhance continuity strategies through innovation, data analytics and transformation initiatives.
  • Performs all other related job duties as assigned.

Experience

  • 5 to 7 years in business continuity, disaster recovery, enterprise risk management, or hospital operations with at least 5 years in a healthcare leadership role.
  • Applicants with extensive experience in business continuity but without hospital operations may be considered.

Education

  • Bachelor's degree in a related field is required. Master's degree is preferred.

Preferred Qualifications

  • Certified Business Continuity Professional (CBCP), Master Business Continuity Professional (MBCP), ISO 22301, or Florida RN license is preferred. PMP or Lean Six Sigma is preferred.
