The Office of the General Counsel (OGC) seeks to recruit a highly capable attorney to serve as the Assistant General Counsel Contracts and join its Contracts Unit, which supports complex transactions to provide technology and telecommunications products and services for the City and its residents. These contracts include procurement of sophisticated technologies critical to City operations. The Assistant General Counsel Contracts is responsible for interpreting and applying local law governing the release of personal identifying information.
Responsibilities
- Coordinate and help lead contract negotiations with prospective vendors, or assist agency managers in conducting such negotiations;
- Draft contracts or contract provisions with a focus on agreements for software product development and implementation, cloud services, software and user license agreements, IT professional services, IT and data security;
- Work collaboratively with legal, information security, and business teams to periodically review best practices in the negotiation and deployment of technology contracts, including updating City standard terms and policies;
- Interview agency personnel to gain an understanding of planned programs and projects in order to formulate the contracting objectives;
- Review and revise draft solicitation documents (such as invitations for bids and RFPs);
- Review and revise draft contracts submitted by prospective vendors;
- Provide advice and information to agency personnel about the negotiation, drafting, and administration of contracts;
- Consult personnel of the City\'s Law Department or the Mayor\'s Office of Contract Services as warranted;
- Maintain productive and amicable relationships with clients and vendors;
- Act as Agency Privacy Officer;
- Handle special projects and initiatives, as assigned.
Hours/Shift: Day — due to the necessary duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or evenings.

Agency Attorney - 30087
Minimum Qualifications
- Admission to the New York State Bar; and either "2" or "3" below.
- One year of satisfactory United States legal experience subsequent to admission to any state bar; or
- Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements: To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
