BASIC PURPOSE

The Human Resources Manager (HRM) works closely with the Human Resources Director (HRD) to provide HR support, oversight, and consultation to all divisional leadership, field officers, and line managers regarding human resources functions and programs, including recruitment, selection, orientation, leadership development and training, employee relations, HR policies and procedures, employment law, retention, compensation administration, HRIS management, reporting, OSHA/Worker's Compensation, and benefits enrollment. HRM will support divisional HR staff to ensure proper protocols and processes are followed and act as the main contact for HR in the absence of the HRD.

The purpose of this position is to advance The Salvation Army's mission concerning people-related matters, ensuring the division's goals are achieved and that state laws, requirements, and organizational policies are adhered to throughout the division.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The HRM must operate with the understanding that The Salvation Army is a Church led by ordained clergy committed to evangelical principles and values.

It is essential that the HRM understands and supports TSA's mission, applying values and principles consistent with established policies to HR-related legal issues, especially in interfacing with ecclesiastical leadership.

  1. Acts as an internal consultant to Corps administration on organizational issues.
  2. Assists in HR communications across the division, including policy updates, legal compliance, and HR best practices.
  3. Keeps field officers and managers informed of legal and policy changes affecting HR functions.
  4. Provides guidance on personnel policies, employment law, and HR procedures.
  5. Maintains regular contact with field officers and managers, assisting with HR matters and understanding their concerns.
  6. Responds promptly to information requests, providing HR metrics, analysis, and feedback.
  7. Supports the development of position descriptions across the division.
  8. Collaborates with recruiters to post and fill positions, including online employment sites.
  9. Ensures accurate maintenance of personnel and benefits records, utilizing HRIS systems.
  10. Works with Payroll to ensure compliance with policies and laws.
  11. Assists with benefits administration, open enrollment, and employee orientations.
  12. Provides coaching on performance improvement.
  13. Conducts and reviews exit interviews, reporting concerns to HRD.
  14. Delivers training on HR topics, ensuring compliance with training requirements, including Sexual Harassment training.
  15. Assists with investigations into harassment and discrimination, including interviews and reporting.
  16. Supports HR Coordinators and Recruiters.
  17. Performs additional duties as assigned and keeps HRD informed of issues requiring escalation.
KNOWLEDGE, SKILLS, AND QUALIFICATIONS
  • Bachelor's degree in HR, Law, Psychology, Education, or Business required; certifications preferred.
  • Minimum three years of HR management experience; non-profit experience desirable.
  • Knowledge of California labor laws, workers' compensation, benefits, and salary administration.
  • Strong communication, interpersonal, and organizational skills.
  • Proficiency in Microsoft Office and familiarity with HRIS systems.

Handling sensitive information requires maintaining confidentiality and security at all times.

CERTIFICATES AND LICENSES
  • Valid California Class C Driver License and ability to drive Salvation Army vehicle.
  • Must be 21 or older and complete The Salvation Army Decision Driving course.
PHYSICAL REQUIREMENTS
  • Ability to sit, walk, stand, bend, squat, climb, kneel, and twist; lift up to 25 lbs.; operate office equipment and a computer.
