Base pay range

$135,700.00/yr - $208,600.00/yr

Overview
Under the general direction of the Director of Operations, assists in the management and performance of the District's wastewater and storm water collection system, pump stations, and treatment plants to maintain compliance with Federal, State and local requirements; assists in setting and achieving established goals and priorities for the Operations Department.
Essential Functions
Provides leadership and manages the daily operations of the Operations Department; directs, develops, and motivates staff to meet objectives that assist in achieving the District's strategic business plan; directs, monitors, and evaluates assigned functions within the Operations Department including: automation of various functions within treatment plants, pump stations, and the collection system; coordinates the activities, methods and procedures of collection system operation and maintenance divisions; initiating infrastructure problem identification and planning functions; assists the Engineering Department in working with consultants on infrastructure projects; competitiveness and continuous improvement processes; training and development programs and activities; assists in the development and monitors department budget; periodically visits departmental locations to evaluate productivity and quality of work; establishes metrics for compliance with consent decree and assists in development of dashboards to measure efficiency of operations; reviews and evaluates operations and maintenance crew activities for efficiency and effectiveness with departmental leadership; participates in labor relations activities and personnel issues; apply principles of asset management; develop, train, and hold employees accountable to achieve the expectations of their job.

Qualifications
Training And Experience
Graduation from an accredited college or university with a Bachelors Degree in Engineering, and eight years of progressively responsible engineering, construction, and/or infrastructure operations and maintenance experience, with at least five years of management/supervisory experience. Should be familiar with the wastewater industry processes and legal climate with a Professional Engineering license preferred.
Desirable Knowledge And Skills
Must have solid background in management of sewerage agency and wastewater industry issues such as CMOM, Nine Minimum Controls, Long Term Control Plans, Plant Maintenance, Treatment Plant Processes, etc.; extensive knowledge of planning, evaluation and monitoring functions; extensive knowledge of personnel administration, experience with budgeting and productivity evaluation; considerable knowledge of asset management principles; considerable skill in analyzing work crew performance and process improvements; considerable skill in fostering cooperation and coordination within the department and between other District departments; considerable skill in expressing oneself clearly in oral and written form; considerable skill in making sound decisions based on good judgment; considerable skill in establishing and maintaining effective working relationships with officials, District customers and others, both internally and externally.
Special Requirement
Registration as a Professional Engineer in the State of Missouri or eligible to attain license within one year of appointment.
Must possess a valid driver's license issued by the state in which the employee resides.
Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as non-safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.
