ABOUT THIS POSITION
The Design and Construction Management (DCM) Division is responsible for the comprehensive oversight of City-funded projects within the right-of-way, including but not limited streets, bridges, storm drains, sidewalks, and landscaping. The division manages all phases of these projects, from pre-design and design to construction administration. The division also provides survey, geotechnical, and materials testing services for the city. Additionally, DCM manages transportation planning and programming, including active transportation and micromobility programs, federal aid and grant requests, and associated compliance activities. DCM also handles interagency coordination and coordinates the department's Capital Improvement Program (CIP). DCM also oversees the American with Disabilities Act compliance in the right of way.
The Street Transportation Department has two vacancies, one permanent and one temporary, for a Civil Engineer III, Horizontal Project Manager. The Civil Engineer III HPM position in the Design and Construction Management Division's design section performs project management duties for the Street Transportation Department's Capital Improvement Program (CIP) projects. Projects range from small-scale to multi-million-dollar investments and can include paving, reconstructing, or widening streets, installing traffic control devices, roadway lighting, and active transportation facilities such as bike lanes and pedestrian pathways. Additional projects often involve upgrading drainage systems, water, and wastewater infrastructure, and integrating modern design elements to enhance safety, accessibility, and sustainability. The Civil Engineer III's horizontal project management responsibilities include managing project design, preparing cost estimates, and overseeing construction administration. This involves supervising the design process, inspecting construction activities, and ensuring all work complies with standards, contracts, plans, and specifications for Capital Improvement Program (CIP) projects. Additional responsibilities include coordinating with consultants and contractors and managing their performance.
Key duties include, and are not limited to:
Utilizing the current city project delivery tools. Technical specification review and creation for city standards. Negotiating and preparing contract change orders and adjustments. Producing and evaluating project cost estimates and construction documentation. Supervising City staff to ensure projects are completed successfully and efficiently. Reviewing construction document submittals, material submittals, and pay estimates. Providing expert guidance on the technical aspects of project design and construction documentation. Preparing scope of work, evaluating, and approving final engineering services and construction cost proposals. Preparing correspondence to vendors and furnishing comprehensive documentation for senior City staff members. Producing, reviewing, and interpreting plans and drawings to ensure compliance with standards and contract documents. Overseeing the entire lifecycle of federal and local CIP projects within the city's right-of-way, from initiation to design and construction. The temporary position is fully funded through June 2026 with a possibility to be made regular in a future budget cycle. The temporary position will have benefits but will not earn city retirement credits or participate financially into the city's retirement program. If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still contribute to their pension. Temporary positions are not covered under civil service rules, and thus employment is considered "at-will", and employees may be separated at any time.
IDEAL CANDIDATE
Knowledge of:
Federal Aid project funding guidelines. Design and construction project administration. Local, state, and federal regulations in delivering projects. ADOT/MCDOT, railroad, and other agency processes and design/construction coordination. Alternative Project Delivery Methods, construction methods, materials and practices used in municipal Right-of-Way construction projects. Ability to:
Review field projects being designed or constructed. Utilize Microsoft Office programs, including MS Project. Lead a team of project managers on a wide range of horizontal design and construction projects Present project-related information during public meetings for both in-person and virtual settings. SALARY
Pay Range: $113,193.60 to $137,592.00 annually.
Hiring Range: $113,193.60 to $131,040.00 annually.

MINIMUM QUALIFICATIONS
Four years of experience in the practice of civil engineering or architecture. One year of experience supervising professional and technical staff. Bachelor's degree in civil engineering or a related engineering degree. Must be registered in the State of Arizona as a Professional Engineer with proficiency in civil engineering within twelve months of hire. Other combinations of experience and education that meet the minimum requirements may be substituted All finalists for positions are subject to a criminal background check applicable to the department or position. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Current Arizona Professional Engineer registration preferred. Civil Engineering design experience related to construction on municipal facilities. Two years of roadway and traffic signal project management and delivery experience. Three years of civil engineering experience in Roadway and Traffic Signals, Bridges, street drainage design, or plan review. Experience with:
Agency/Municipal coordination. Community outreach and engagement. Capital improvement program budgeting at a managerial level. Managing consultants and contractor staff for Capital Improvement Projects. Experience Preparing & Evaluating Roadway and Traffic Signals, Bridges Standards and Specifications. Project management principles, best practices, and managing multiple design and/or construction contracts simultaneously. Contract negotiation, procurement, and construction contract administration, including, but not limited to, pay estimates, change orders, and other related documentation.
