Job Description The Human Resources Manager will be responsible for activities related to employee/labor relations, investigations of internal complaints of discrimination and harassment, management consultation on human resources matters, ADA and FMLA administration, training and development, regulatory compliance, talent acquisition and retention, background checks, and support for new business start-ups. The HR department supports the NE Region and upstate NY, with 6,500 employees.

Provides guidance and resolution to managers on employee/labor relations, harassment, discrimination, discipline, policy interpretation, collective bargaining agreements, compliance with local, state, and federal regulations, leave administration including FMLA and ADA, wage and hour laws, I-9 compliance, etc.

Conducts on-site internal investigations into complex and sensitive employment matters, including harassment and discrimination, and prepares comprehensive reports with findings. Experience as an Employee Relations expert is preferred.

Develops and conducts training sessions, seminars, and discussions on HR topics such as onboarding, harassment prevention, FMLA, ADA, discipline, and performance management.

Assists management with onboarding and offboarding processes, including paperwork and background checks.

Handles recruitment efforts, including posting positions, drafting ads, and interviewing candidates.

Qualifications

Bachelor’s Degree, preferably in Human Resources Management; PHR or SPHR certification preferred.

7-10 years of progressive HR experience at a generalist or senior level, with emphasis on investigations and employee/labor relations.

Extensive investigative experience.

Experience working in a Union environment.

Strong knowledge of applicable laws and regulations including EEO, FMLA, ADA, I-9, wage and hour, workers’ compensation, etc.

Understanding of HR principles in a union context.

Ability to resolve complaints and counsel managers/employees on policies and collective bargaining agreements.

Strong communication, presentation, and interpersonal skills; ability to interact with all employee levels, including executives.

Valid driver’s license and reliable transportation; up to 50% travel within the region.

Fluency in English and Spanish, both written and spoken.
