Job Description And Duties In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The Information Technology Services Division (ITSD) is the central technology arm of CDPH, responsible for delivering the tools, platforms, and services that enable public health programs and local partners to operate effectively. ITSD leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. As well as creating innovative solutions, strengthening partnerships and collaborations, and embracing technology. The incumbent works under the administrative direction of the Information Technology Manager II (ITM II), Chief, Enterprise Portfolio Management Office (ePMO). The Information Technology Specialist III (ITS III) serves as the Principal Portfolio Manager and provides expert-level leadership in in portfolio management standards, strategic roadmaps, and resource alignment. This position is responsible for guiding and coordinating the portfolio-level activities of ePMO Project Managers and Enterprise Information Technology Acquisition (eITA) teams. The ITS III is responsible to certify alignment of these activities with the ePMOs mission to ensure that IT projects are strategically aligned with the departments mission to advance the health and well-being of Californias diverse communities. These efforts are strategically designed to support the California Department of Public Healths Vision 2035 by enabling complex and critical information interoperability across CDPH programs, other state departments, and federal partners. The ITS III will perform duties within the Information Technology Project Management domain. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: Leadership and Management Skills: Demonstrated ability to lead and manage complex IT projects and teams, providing guidance and direction to project managers and IT acquisition teams. Portfolio Management Expertise: Extensive experience in portfolio management, including developing and implementing portfolio management standards, roadmaps, and governance structures. Strategic Planning and Analysis: Strong skills in strategic planning, analysis, and prioritization, with the ability to identify, analyze current, and emerging trends in portfolio management and recommend strategic actions. Communication and Collaboration: Excellent communication skills, with the ability to conduct high-level presentations and briefings for executive management, and effectively collaborate with business and technical subject matter experts. Technical Expertise: In-depth knowledge of IT project management, enterprise architecture, and enterprise portfolio management systems.
