SUMMARY The Sr / Completion Program Manager has overall responsibility and accountability for the success of their assigned projects including planning, scheduling, budgeting, execution, and closing the project. The Sr / Completion Program Manager is the focal point for green aircraft VIP/HOS Completion program(s) with scope that includes AFS installation, Aircraft Maintenance and Preservation, Engineering/NRE Development, Certification, Prototype Installation, Company and FAA Ground and Flight Testing and FAA STC Issuance and is the primary customer interface. The Sr / Completion Program Manager is accountable for company compliance to the Statement of Work (SOW) and insuring both the customer and the company adhere to the contractual requirements. The Sr / Completion Program Manager leads schedule and budget development and administers program schedule, budget, labor, overtime, and material costs under minimal supervision to deliver predictive financial, period of performance and delivered quality results. The Sr / Completion Program Manager also supports business development opportunities and provides strategic direction, leadership, oversight and training to PMO team members under minimal supervision. ESSENTIAL DUTIES AND RESPONSIBILITIES Assist in development of standardizing Program Management processes, practices, policies and templates. Assist the Sales Department by providing input into schedule, cost, resource, and risk projections for proposals. Act as the primary customer interface, contract, and sales focal for the duration of the program. Responsible for Day-to-Day Contract management of assigned programs. Develop and adhere to Program Management process which includes:
Communication Plan; Scope of work compliance; Schedule Development Leadership with subsequent control and administration; Estimate to Complete (ETC) and Estimate At Complete (EAC) Forecasts; source to objective evidence of work complete (EVM) based on all labor, material, services and other direct costs (ODC) accrued; Cash Flow Analysis; invoice administration; and Revenue Projections
Communicate customer expectations, cultural , and overall temperament within the Company. Actively cultivate positive working relationships with customers, vendors, and interdepartmental teams. Ability to coordinate technical inquiries to all levels of program stakeholders and Customers. Coordinate and prioritize with Production Lead(s) and Operations Manager(s) to ensure program objectives will be met according to schedule and contract requirements as well as Engineering Lead(s) and FAA ODA for STC development. Coordinate and communicate pertinent program issues to all program stakeholders. Provide weekly status reports to customer(s) and bi-weekly Program Mgmt. Reviews (PMR) to Senior Management which include RISK skyline and controls, schedule compliance, labor, materials and ODC performance to budget estimate to completes (ETCs), estimate at complete projections (EACs), as well as project period of performance forecasting (schedule compliance and control). Coordinate with Repair Station (Part 145) to ensure applicable regulations are adhered to for a valid Certificate of Release to Service (CRS) deliverable to the customer. Coordinate with ODA and Certification staff to ensure all FAA and foreign regulatory requirements are met and are communicated to the customer in support of the FAA STC. Develop and maintain Program Management Plans which include:
Communication Plan Requirements Verification Matrix Schedule Resource Plan Labor Burn Plan Estimate to Complete (ETC) and Estimate at Complete (EAC) Forecasts Cash Flow Analysis Revenue Projections
Negotiate Statement of Work (SOW) modifications and Contract Change Orders (CCO), incorporate requirements into the project schedule and budget and enforce payment terms. Act as primary contract administrator, ensuring compliance with the SOW; monitor milestones and deliverables. Provide inputs during the proposal phase including scheduling, specifications and financial conditions of contracts. Assemble teams with appropriate members including engineering, production and logistics. Actively assess and manage program risks; leverage all available program data to anticipate and prevent risks, implement containment and/or mitigations to ensure integrity of schedule, budget, quality and safety requirements. Ensure outside subcontractors are in compliance with specifications and statement of work. Chair lessons learned meeting after completion of program - identify strengths and weaknesses; determine and coordinate company improvements in policies and procedures. Provide strategic direction, oversight, and mentorship to other program managers and project team. Develop new business; improve capabilities and product / service offerings to foster relationships with current customers and expand opportunities with potential customers and new markets. Standardize Program Management processes; continuously develop progressive practices, policies and templates. Complete initial / recurrent training requirements in a timely manner. Other duties may be assigned. SUPERVISORY RESPONSIBILITIES Overall program oversight and that of assigned team members. Lead, manage, coach, train and directly supervise assigned team members. Be accountable for the activities, workflow, work schedules, attendance, and compliance with safety, standards and policies for all assigned staff. ADDITIONAL RESPONSIBILITIES The individual employed in this position is expected to dress appropriately (determined by area in which their work is performed), report to work on time, have excellent work habits, and have a cooperative and positive attitude in the work setting; exhibits respect and professionalism when interacting with customers, and all employees; must adhere to company policies, procedures and safety standards. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the minimum knowledge, skill, and/or ability required. Bachelor’s degree or equivalent combination of education and related technical experience. 10+ years of Industry (engineering, aircraft manufacturing, modification or operations) experience. Proficient in Earned Value Management (EVM) with demonstrated experience in applying EVM principles to reliably predict project budget and schedule performance outcomes and fully comply with the SOW and quality Standards. Previous experience in an engineering, green aircraft completion center or FAA Part 145 repair station environment is . Effective computer skills; Microsoft Office, Project software and other company and discipline specific software applications. Must be detail oriented with the ability to multi-task, prioritize and plan work. Effective analytical and problem-solving skills. Ability and willingness to work extended hours, when needed. SKILLS Read, write, and understand the English . Ability to read, write, analyze and interpret technical procedures and manuals. CERTIFICATES, LICENSES, REGISTRATIONS Project Management Professional Certification (PMP) strongly .
