Who we are San Francisco Public Utilities Commission (SFPUC) provides water, power, and wastewater services to the Bay Area. The Hetch Hetchy Operating Division collects and transmits 80% of the drinking water consumed by SFPUC’s 2.7 million water customers and manages hydroelectric generation and transmission to wholesale electric customers. HHWP supports a diverse set of assets requiring electrical engineering expertise.
Role description Project name: Outage Transmission Planning Project
Essential Functions
Under the general direction of the HHWP Chief Engineer, perform professional planning, analysis, and studies to maintain the integrity and reliability of SFPUC 115kV and 230kV transmission assets. Work collaboratively with HHWP Power Operations, HHWP Engineering, consultants, and neighboring electric utilities.
Assist HHWP Power Operations to adapt system configurations to evolving regional grid conditions.
Analyze and manage studies of proposed changes to the HHWP electric transmission system and communicate secondary effects to HHWP Senior Management.
Advocate HHWP’s position at regional planning meetings, present and justify recommendations, and coordinate decisions with HHWP Senior Management.
Monitor operations for compliance with policy directives, laws, regulations, and contractual constraints; monitor performance of hydroelectric generators, transformers, transmission/distribution assets, switchyards, and substations to identify opportunities to improve asset performance and reliability.
Develop, maintain, and run software models and tools to evaluate power flow and transient stability; select and update case studies for days/weeks-ahead planning and for 1-, 2-, 5-, and 10-year horizons; develop operating contingency plans.
Run steady-state, transient stability, voltage stability, short-circuit, and geomagnetic disturbance studies per NERC/WECC and CAISO requirements; troubleshoot issues.
Review and submit base-case changes to WECC/CAISO/PG&E as required.
Lead transmission planning activities and coordinate with CAISO on innovative, environmentally acceptable plans for safe, reliable operation.
Participate in NERC, WECC, RC West committees and regional study groups.
Ensure compliance with transmission standards and maintain documentation.
Class 5602 Utility Specialist performs other related duties as assigned.
Qualifications Education:
Baccalaureate degree from an accredited college/university, preferably in Engineering or related field (or other utility-related fields).
Experience:
Four years of verifiable journey-level work experience in planning, scheduling, cost estimating, or related utilities areas in water, power, or related sectors; or utility contract/regulation interpretation and planning.
Substitution:
Additional qualifying experience may be substituted for the degree on a year-for-year basis.
Desirable qualifications:
Master’s degree in Electrical Engineering; knowledge of power system theory, CAISO, NERC/WECC; experience with transmission analysis tools (PSLF, PSSE, VSAT, TSAT, ASPEN, PSCAD); programming in MATLAB; EIT or PE licensed in California.
