Overview
Chief Technology Officer (CTO) role at Community Health Center. The Moses/Weitzman Health System (MWHS) seeks a creative and experienced CTO to lead its Information Technology function across multiple clinical and non-clinical locations, as well as an extensive virtual workforce. Anticipated start: July 2025. The CTO will develop IT strategy in alignment with the executive team, ensuring policies, processes and practices support the organization’s mission. The role oversees IT functions including applications, analytics, technology infrastructure, telephony, automation, end user devices, program/project management, performance improvement, and the help/services desk. The CTO will work with external information security consultants and implement recommendations into day-to-day operations. The role also fosters a culture of quality and workflow improvement through technology that supports clinical and business applications, and advises on aligning people, processes and technology to leverage IT solutions and drive innovation (including big data analytics, AI and clinical decision support). Responsibilities
Participate in strategic and operational governance processes as a member of the senior leadership team. Provide strategic and operational IT leadership to define and achieve corporate vision, goals and objectives. Ensure IT staff are equipped to source, implement and maintain infrastructure, systems and applications to meet evolving needs. Establish departmental goals, objectives and operating procedures. Identify and assess opportunities for IT investments in systems and resources, including staffing, sourcing, purchasing, and in-house development. Collaborate with clinical leadership to continually improve and implement new clinical systems. Develop, track and manage IT annual operating and capital budgets. Monitor and improve security, disaster recovery and business continuity plans with external consultants. Plan for effective integration and utilization of technologies such as AI and automation. Acquisition & Deployment
Coordinate stakeholder consultations to define business and systems requirements for new technology implementations. Prioritize and oversee projects related to IT systems acquisition, development and installation. Review hardware, software acquisition and maintenance contracts and pursue master agreements to leverage economies of scale. Define and communicate corporate plans, policies and standards for IT systems. Operational Management
Improve IT services through SLA oversight and performance monitoring of IT systems. Provide exceptional IT support to internal customers across clinical, administrative and affiliated units. Ensure IT systems comply with applicable laws and regulations (e.g., HIPAA). Stay current with IT trends and advise executives on their impact. Foster strategic relationships with external entities, including government, vendors and partner organizations. Recruit, develop and retain IT staff in line with budget and policies. Qualifications
Education
Minimum: Bachelor’s degree in Business, IT-related, engineering, or relevant management/technical field. Preferred: Master’s degree in Business, IT-related, engineering, or relevant management/technical field. 10+ years in senior IT leadership roles or equivalent experience. Experience leading executive and middle management teams toward challenging goals. Proven experience leading IT, project management, cybersecurity and data analytics functions; successful large-scale enterprise implementations. Strategic planning and execution experience; knowledge of business processes, budgeting and operations. Experience with end-to-end software and systems deployment from requirements through implementation and ongoing management. Proven project management capability. Ability to apply IT and AI to solve business problems. In-depth knowledge of IT regulations and HIPAA compliance. Preferred Skills Healthcare operations experience is a plus. Licenses/Certifications CHIME Boot Camp (or similar) graduate (highly preferred). Project Management Professional (PMP) certification (preferred). Certified Health Information Management professional (CPHIMS) and/or other healthcare security credentials (preferred). Physical Requirements / Work Environment Travel to MWHS locations as needed. Ability to work outside of normal business hours as necessary. Desk work and participation in virtual/in-person meetings for extended periods. Organization Information
