Overview
Senior Financial Improvement Management Consultant - Public Sector, Defense at BDO USA. The role supports project delivery activities for US Defense agencies, providing financial improvement, transformation, and audit support to improve the completeness, accuracy, reliability, and timeliness of a federal agency’s financial data in support of achieving an unmodified audit opinion. The role may involve direct supervision of staff and performance management, and it includes partnering with leaders within the Practice to manage or support business development, practice development, and project delivery, along with day-to-day client delivery and relationships on Public Sector engagements. Job Duties
Execute day-to-day client duties, including leading and/or providing experienced guidance and technical acumen to support audit response and remediation objectives across one or more scope areas: audit facilitation; audit remediation strategy and implementation; audit strategic communications, training, and change management; risk management and internal controls; financial management policy and standardized business practices; financial system posting logic and annual general ledger updates; FFMIA compliance; system implementation and transformation audit support; and capability modernization. Provide guidance in managing team operations in compliance with client project requirements; may supervise staff and deliverables within a specific scope of work. Coordinate with engagement team management and client leadership on strategy, planning, execution, status, and review processes; own or guide task areas. Deliver professional Federal accounting and auditing solutions and change management support to progress toward an unmodified audit opinion; typical activities include: Supports audit response and liaison efforts with the external auditor Leads or supports audit walkthroughs and fieldwork Provides financial audit program strategy, integration, and reporting support Leads or supports development and implementation of corrective actions and best practices Works with client stakeholders to address system/process/data needs for financial improvement Provides training, change management, and communication support Leads or supports risk assessments, processes, controls, and testing; addresses gaps Assists with accounting and financial reporting operations, standardization, analysis, and data calls Performs accounting standard research and determines posting logic Assesses compliance with FFMIA and control frameworks Supports tests of design or operating effectiveness for process controls Leads or assists transformation from legacy processes to modernized solutions Develops written reports, status updates, metrics, dashboards Prepares presentations and participates in client meetings Contributes to deliverables, reporting metrics, and trainings; evaluates work product quality Manage priorities and multitask across multiple efforts; maintain client relationships and effective status reporting Maintain professional relationships with client personnel and management, ensuring understanding of processes and operations Lead or support firm practice initiatives and Public Sector business development with guidance from leadership Support recruiting and participate in interviews as needed Other duties as required Supervisory Responsibilities
May supervise the day-to-day workload of Public Sector direct reports related to client projects and business development Evaluate performance of Public Sector staff and contribute to professional development goals Deliver performance feedback and conduct annual evaluations; act as a career advisor as assigned Qualifications, Knowledge, Skills, And Abilities
Education
Master’s degree in Accounting, Finance, Information Systems, Business Management/Administration, Mathematics, Statistics, Computer Science, Data Science or a related field, required Experience
Ten or more years of experience with Federal financial management, required Four or more years of experience with Federal accounting, required Experience with OM&S, Inventory & Related Property, or Environmental & Disposal Liabilities (E&DL) preferred If OM&S or Inventory experience, direct experience with auditing or supporting financial statement audits and/or SSAE 18/SOC 1 remediation preferred If E&DL experience, experience with asset-driven/event-driven environmental liability estimates preferred Experience with financial statement audits or audit readiness support preferred Experience with FIAR GAAP; USSGL, FASAB, SFFAS, CFO Act; FMFIA/FFMIA/ICOFR; GAGAS (Yellow Book); and OMB Circulars preferred Experience with DoD financial management policies, procedures, and related systems preferred Experience supporting Public Sector practice, solution, or business development initiatives preferred Experience managing or leading teams and federal client projects preferred Licenses/Certifications
Minimum active Secret level security clearance, required CPA, CISA, CGFM, CDFM or equivalent certifications preferred/required per role Software
Proficient in Microsoft Office (Excel, PowerPoint, Word); advanced proficiency preferred Experience with SAP-based platforms; SharePoint or audit response tools preferred Language

Ability to support project-related travel as needed Knowledge of Inventory & Related Property accounting standards, SSAE 18, and audit/internal control requirements Knowledge of environmental laws and financial requirements (CERCLA, DERP, RCRA, SFFAS 5/6, TR2, TR11) Ability to interact effectively with all organizational levels; excellent verbal and written communication Ability to own work product development and coordinate with team members; follow instructions and supervise staff Ability to work independently and in a team; strong customer service focus Strong organizational skills with ability to multi-task in a fast-paced environment Salary notes: Individual salaries are determined based on qualifications, experience, skills, and geography.
