Legal Operations Manager - State Program Administrator Senior at State of Minnesota / Housing Finance Agency. The role focuses on improving efficiency and effectiveness of legal operations, handling logistical, financial, and administrative aspects of the Legal team, managing legal technology, vendor relations, budgets, and internal processes. The position works with the General Counsel on conflicts of interest and supports contracting, rulemaking, and data practices to ensure legal compliance. Responsibilities

Manages legal technology and coordinates with vendors. Provides executive, technical, and administrative support related to contracting, rulemaking, and data practices to ensure legal compliance. Ensures consistency and usability of processes, procedures, and Agency documents for internal and external stakeholders; identifies processes needing updates and collaborates with legal and program staff. Prioritizes multiple projects and legal resources to manage processes and meet deadlines. Reviews and assists in conflict of interest (COI) evaluations with the General Counsel. Performs other duties as assigned to optimize the Legal team’s efficiency and maintain Minnesota Housing’s reputation as a valuable business partner. Minimum Qualifications

Four (4) years of experience in project management, legal administration, or nonprofit administration. A bachelor’s degree in government, business administration, or public affairs/administration may substitute for 12 months of experience; a Master’s degree may substitute for 18 months. Experience in legal technology and operations, including support for legal review processes and document production. Strong organizational, collaboration, and change-management skills to plan, direct, implement, and explain complex programs and align stakeholder interests. Vendor coordination experience with a track record of resolving issues with external partners and facilitating legal trainings. Demonstrated communication skills, including ability to convey complex legal information in plain language to non-legal staff. Preferred Qualifications

Experience in legal technology and operations (e.g., Everlaw). Knowledge of conflict-of-interest mitigation, applicable laws, rules, and policies. Experience in budgeting and ensuring compliance with annual financial plans. Experience developing, implementing, and monitoring policies and procedures. Experience working with diverse backgrounds and cultures toward cultural responsiveness. Location, Telework, and Schedule

Location: St. Paul, Minnesota Telework Eligible: Yes, up to 50% of scheduled workdays. Teleworking employees must live in Minnesota or within 50 miles of the St. Paul office if located in Wisconsin. Work Shift/Hours: Day Shift, Monday – Friday Travel Required: No Compensation and Benefits

Salary Range: $27.84 - $40.82 hourly; $58,129 - $85,232 annually Benefits include paid vacation and sick leave, holidays, health plans, retirement benefits, life insurance, disability insurance, and more. How to Apply
