(RTE) role at

Contract Duration:
05/13/2024 – 05/12/2027
Location:
Washington DC/Hybrid
Changeis, Inc. is an award-winning small business that provides management consulting and engineering services to the private sector. We are seeking an experienced
Release Train Engineer (RTE)
with 11–15 years of experience working with technical teams for an existing client.
This position will operate within a mature SAFe Agile structure. The ideal candidate has demonstrated success in an environment that presents ambiguously defined problems, significant challenges, and rapid changes. You will be expected to balance detailed execution with speed and possess strong collaborative skills. This position requires someone who can thrive in a fast-paced environment where every day brings new challenges and opportunities.
This position will involve refining software development processes, contributing cross-functional technical and product expertise, assessing and managing risks, anticipating and resolving bottlenecks, providing escalation management, making trade-offs, and balancing business needs with technical constraints. This role requires regular communication with senior management on project status and risks, so executive presentation skills are essential.
Responsibilities
Help teams, stakeholders, and leadership understand Scaled Agile Framework (SAFe) values and principles, and drive adoption.
Ensure that goals, scope, and the overall solution are understood by everyone on the Agile Release Train (ART).
Understand and practice agility, and facilitate SAFe routines as needed, including PI Planning and the ART Sync.
Coach and mentor the ART in core agile principles of collaboration, self-organization, prioritization, accountability, and visibility.
Partner with Product Management and System Architects to manage the ART's backlog and find techniques for effective program-level backlog creation and management.
Work with stakeholders and teams to help them understand the need for a clear and concise program-level backlog.
Help those outside the ART understand how to interact effectively with the teams.
The RTE must be able to remove impediments and encourage change that increases productivity. You will also work with Scrum Masters and other RTEs to increase the effectiveness of the application of Agile Frameworks. At times, you will need to ask difficult questions and make problems visible to empower the ART to grow via self-organization. You must be willing to encourage reliability and ownership of the teams to deliver commitments on or ahead of schedule, and exemplify an inclusive, safe culture by intentionally cultivating morale.
Thinking critically to identify root causes, the RTE will need to look beyond a problem's surface to offer sustainable solutions. You will create and automate meaningful metrics and dashboards to drive conversations in retrospectives. You will also own the Agile Lifecycle Management tool and optimize SAFe processes within the tool, often initiating Lean process improvements to reduce waste and focus the teams on value-add tasks.
Qualifications
Master’s degree in Computer Science, Business-related degree, or equivalent work experience.
11–15 years of experience as an RTE, Product Owner, Product Manager or Scrum Master with demonstrated interpersonal skills and the ability to work on diverse technical teams with high-visibility products.
Current SAFe Release Train Engineer Certification, SAFe Agile SPC Certification strongly preferred.
Strong operational understanding of SAFe Agile methodologies and practices, as well as knowledge of IT concepts, strategies, methodologies, architectures, and technical standards.
Strong facilitation skills in leading PI Planning, Inspect & Adapt workshops, and other key SAFe ceremonies.
Problem-solving skills and the ability to resolve conflicts through strong mediation skills.
Clear communication skills and the ability to deliver complex messages and teach new concepts.
Proven leadership experience in achieving successful outcomes and utilizing persuasive negotiation skills.
Demonstrated ability to lead cross-functional teamwork within and across teams and organizations.
Fully committed to transparency in all situations.
Understanding of Jira, Miro, and Trello. Ability to utilize and easily navigate Confluence, Microsoft Teams, and SharePoint.
