Sr. Manager, Subcontracts Mgmt — AV
Overview The Senior Manager, Subcontracts Mgmt. provides the functional leadership and management of the Subcontract Management organization to achieve superior performance of key suppliers in meeting program objectives in cost, schedule, and technical performance. Works closely with Supply Chain Management in development policies, procedures, and best practices.
Position Responsibilities
With the Program and Project Managers, develop, execute, and maintain subcontract agreement specifications, statements of work, and terms and conditions for the procurement of specialized materials, equipment, and services with key subcontractors
Work on strategic proposals, RFI, RFPs & RFQs which may include: Letters of Intent, Memorandums of Agreement, Teaming Agreements, Subcontract Agreements, NDA's, LTA’s and associated cost and price analyses
Support bidder's conferences, analyze and evaluate proposals, negotiate subcontract provisions including price and terms, select or recommend subcontractors, write awards, and administer resulting subcontracts, Task/Delivery orders and POs
Monitor subcontract performance to ensure cost, technical, quality and contractual objectives are met. Maintain subcontracting records in accordance with Federal Acquisition Regulation, AV's procurement policies and CPSR standards, as applicable
Collaborate with contracts administration and purchasing to develop and maintain effective subcontract policies and procedures, including the flow-down of prime contract requirements and applicable metrics for performance management
Act as an integral member of the Program team; develop solutions to complex problems requiring ingenuity and innovation
Ensure solutions align with organizational objectives; exercise latitude in determining objectives and approaches in coordination with the program team and other functional representatives
Serve as focal point for all contractual communications and commitments pertaining to assigned subcontracts, and coordinate with Finance, Contracts, Legal Affairs, and other AV departments for resolution of disputes and issues
Manage contract change processes and work with Program Management, Engineering, Finance and other disciplines to identify, mitigate, or reduce performance risks; coordinate with AV's Quality organization on quality requirements with subcontractors

Basic Qualifications (Required Skills & Experience)
Bachelor's Degree in related discipline or equivalent combination of education, training, and experience
Minimum of 10+ years of directly related DoD and Commercial subcontracts experience
Minimum of 5+ years' experience in a team leadership role
Proven working knowledge of diverse contract types, medium to highly complex subcontracts for products and services
Experience conducting detailed price/cost analysis, including subcontracts that exceed the Truthful Cost and Pricing Data threshold
Experience negotiating with commercial and international suppliers/subcontractors
Solid working knowledge of procurement law, regulations, and legal concepts
Deep expertise in ITAR, DFARS, and FAR, with a proven track record of managing subcontracts
Strong knowledge of Federal Acquisition Regulations and Defense Federal Acquisition Regulations
Strong interpersonal, negotiation, and communication skills (written, verbal & presentation)
Demonstrated project management and project portfolio management skills
Strong computer skills including PowerPoint, MS Office and Project Management tools (Oracle experience is a plus)
Occasional travel within the Continental U.S. or International as required
Ability to analyze supply chain risks and develop mitigation strategies for critical defense technologies
Active or ability to obtain a U.S. DoD Security Clearance
Other Qualifications & Desired Competencies
Master’s Degree is preferred
NCMA or college level certifications preferred
Related contracts/subcontracts coursework is preferred
Organize and prioritize tasks in dynamic work environment; analyze problems and propose solutions with leadership
Work with engineering and program teams to establish requirements/Statement of Works, issue RFPs, and manage high-dollar subcontracts
Ability to think strategically, adapt decision-making to circumstances
Inspires and motivates teams to deliver organizational goals

Builds internal and external trusted professional relationships
Assess risk and opportunities in plans and take appropriate mitigation actions
Physical Demands

The Salary Range For This Role Is $133,630 - $189,420
