Description of Basic Functions and Responsibilities The Shasta-Tehama-Trinity Joint Community College District (Shasta College) seeks an Associate Dean of Student Services to lead a comprehensive non-instructional student enrollment services program, including recruitment, outreach, First Year Experience, counseling services, admissions and records, financial aid, and assessment. The position reports to the Dean of Student Services or designee and is responsible for administering areas assigned, developing and evaluating enrollment needs, and implementing a comprehensive enrollment management plan. The Associate Dean will oversee programs such as DSPS, EOPS, CARE, Foster Youth, Access and Equity, SSSP, and related student services programs, and serve as EOPS/CARE Director and DSPS Director where applicable. The role emphasizes equity-minded services, collaboration with faculty, administrators and students, and continuous improvement of services to support enrollment and retention. The job is a middle-management administrative position with responsibilities for budgeting, staff supervision, and program evaluation. Responsibilities

Provide direction and supervision to staff and/or faculty, including prioritizing work, performance evaluations, training, and personnel actions. Plan, organize and manage enrollment services programs (outreach and recruitment, assessment, orientation, counseling, financial aid, admissions and records, scholarships, grants, loans, Federal Work Study, veteran benefits, career services, and other matriculation activities) to support student success. Oversee DSPS, EOPS, CARE, Foster Youth, Access and Equity, and other Student Services programs, including budget management and coordination with campus centers. Develop, implement, and evaluate goals, policies, and services aligned with the college mission and Chancellor’s Office regulations; participate in enrollment management planning. Lead long- and short-term enrollment strategies for counseling, admissions, recruitment, retention, and related services. Interpret and administer federal, state, and local regulations affecting student services operations and programs. Provide leadership in counseling strategies and equity-minded services for a racially and socioeconomically diverse student body. Oversee annual FTES projections and retention/yield analysis; monitor progress and provide updates. Direct recruitment activities on and off campus and liaison with local high schools; promote outreach and retention strategies. Coordinate articulation programs and collaborate with other departments to measure effectiveness of programs and initiatives. Develop and coordinate district-wide equity and enrollment plans to support enrollment and retention goals. Ensure timely and accurate reporting for student services programs; manage data, MIS reporting, and compliance with reporting requirements. Resolve student accounts and financial aid processing issues; liaise with Financial Aid Office and Admissions/Records as needed. Build and maintain relationships with department managers, faculty, staff, and community partners; represent the college at events and committees. Promote new student success models and leverage information technology to improve operations. Plan and prepare applications for federal and state funds; produce complex reports and proposals to support student services programs. Coordinate and maintain liaison with Financial Aid, Enrollment Services, Admissions and Records, and other campus departments. Ensure advisory boards meet requirements and participate in internal/external meetings and committees to promote student support programs. Represent Shasta College at statewide and regional meetings; provide orientation and staff development activities. Develop and monitor labeled plans (SSSP and Student Equity) and ensure alignment with college mission and Chancellor’s Office guidelines. Prepare and manage budgets; monitor expenditures; provide information to counselors and instructors as needed. Perform related duties as required and contribute to a cooperative, inclusive campus culture. Education / Experience Required

Master’s degree from an accredited institution, and one year formal training, internship, or leadership experience reasonably related to assignment. Doctorate preferred. Knowledge, Skills, and Abilities

Knowledge of community college student services programs, regulations, and reporting; including Title 5, ADA, and related guidelines. Experience in program planning, development, and assessment; recruitment, counseling, admissions, records, and financial aid processes. Budget development and management; leadership and supervision; student equity and retention strategies; data reporting and MIS. Understanding of diverse student populations and ability to advocate for their needs; use of technology to support services; collaboration across departments. Abilities

Plan, direct, and manage non-instructional student services programs; supervise staff; build effective relationships; maintain discretion on sensitive matters. Work with computer systems, develop outreach and recruitment plans, and write clear reports; meet deadlines and work under pressure. Collaborate with a diverse student population and promote equitable access to services; write grant proposals and complex reports; stay current with regulations and technology relevant to management areas. Special Requirements

Availability and flexibility for evening and weekend work. Salary, Benefits, and Classification

Classification: Range 50 on the Administrative Salary Schedule; 40 hours per week, 12 months per year. Work hours: 8:00 a.m. – 5:00 p.m., Monday through Friday. CalSTRS retirement. Application Instructions
