Overview
Chief Human Resources Officer role at Riveon Mental Health and Recovery. Executive leadership position reporting to the Chief Executive Officer. Provides strategic leadership in the area of Human Resources, related areas and programs. Supervises and manages all Human Resource Department functions and related activities within the Center. Essential Job Functions
Oversees all functions of the Human Resource Department, which includes staff management, process oversight, HR budget and expenditures, and maintaining confidentiality of all personal and client information. Drives best practices and initiatives that provide strategic direction for the agency. Works to position the agency as an employer of choice by developing and implementing talent acquisition strategies, corporate culture initiatives, and comprehensive compensation and benefits programs. Responsible for position descriptions in collaboration with respective department heads. Administers recruitment, onboarding, retention, separation, and employee relations processes. Manages HR data in the HRIS and personnel files, including files for terminated staff. Monitors and ensures compliance with the employee performance evaluation policy. Oversees Union Relations and compliance with the Collective Bargaining Agreement, provides guidance on Union-related matters, and represents the Agency at Labor Management Committee Meetings and in grievances beyond Step 2; coordinates labor negotiation processes; serves as primary contact with the Union for related matters. Represents the Agency at all Union mediations, arbitrations, and NLRB charges. Participates in administration of the Policy Manual, ensures compliance, reviews proposed changes, and communicates updates per Union agreements and Agency policies. Oversees administration of all insurance benefits plans (medical, life, disability, EAP, dental, vision, and other voluntary benefits); includes open enrollment, vendor negotiations, liaison with vendors/brokers, staff on-site, and addressing discrepancies in benefit invoices. Ensures a harassment-free environment; investigates and addresses harassment complaints as needed. Acts as the key contact to support employees, supervisors, and executive staff for employee relations issues, including disciplinary actions, grievances, termination, harassment, workers compensation, unemployment, and union contract administration and interpretation. Provides HR leadership and counsel on people, change, and culture management; provides employee data to support business needs (e.g., compensation, demographics, EEO reporting, licensing). Leads HR risk management, assesses organizational risk, and directs external legal issues and communications with senior leadership, legal counsel, and insurers. Serves as the Agency’s Equal Employment Opportunity Officer and ensures compliance with non-discrimination laws and the affirmative action policy. Supports adherence to Ohio revised code, credentialing requirements, and all local, state, and federal regulations; ensures CARF compliance. Ensures internal and external reporting, auditing, and legal requirements; maintains confidentiality of personnel issues; manages unemployment and workers’ compensation claims appropriately. Submits monthly HR updates to management (headcount, hires, terminations, turnover, open positions, union activities, insurance, and other HR topics). Oversees and administers the recruitment process from posting requests to onboarding. Identifies talent gaps and drives succession planning, training, and development initiatives. Enforces the progressive disciplinary process and participates in final warnings, suspensions, and terminations unless delegated to another manager. Maintains dependable attendance and performance expectations; handles all other tasks as assigned. Qualifications and Requirements
Minimum of three to five years of leadership experience in human resources across a variety of HR functions; nonprofit or healthcare sector experience preferred; senior or executive level HR experience preferred. Strong competencies in organizational decision making, communication, business process improvement, strategic thinking, union relations and negotiations, and driving a vision. Excellent written and verbal communication skills. Ability to effectively work with Agency employees, external contacts, and a diverse client population. Educational Requirements:
Bachelor’s degree in a related field required; Master’s degree preferred. Certification Requirements:
SHRM-SCP, SPHR, or other equivalent certification preferred. Amount of Travel:
Minimal, mostly local travel. Salary Range:
Salary commensurate with certification and experience. Working Conditions
