About this Role:
The Capitated Rates Development Division (CRDD) is responsible for developing and processing Medi-Cal managed care capitation rates for more than 10 million beneficiaries across California"s 58 counties. Under the general direction of the Section Chief, the Staff Services Manager I (SSM I) plans, organizes, directs, and reviews the work of a unit responsible for financial monitoring and oversight activities required to comply with the expanded federal requirements outlined in the CalAIM waiver special terms and conditions. The SSM I will maintain primary responsibility for policy development, analysis and administration within Financial Management Unit (FMU)- J, which will perform non-actuarial functions related to the financial oversight of Medi-Cal managed care plans (MCPs) and their delegated arrangements. The SSM I acts as primary point of contact in the development of policy, regulation, monitoring, and evaluation of medical loss ratio (MLR) reporting by MCPs and their subcontractors. The incumbent possesses a high degree of technical knowledge and/or experience in policy, statutory, and regulatory requirements and is responsible for coordinating with multiple internal and external entities to meet all requirements for various CRDD programs. These entities include, but are not limited to, the Centers for Medicare and Medicaid Services (CMS), MCPs, counties, hospitals, health care districts, University of California (UC) medical centers, the California Hospital Association (CHA), the California Association of Public Hospitals (CAPH), and accounting, budget, fiscal forecasting, and other offices within the Department of Health Care Services. The incumbent coordinates, evaluates, and implements multiple projects simultaneously in an environment of extreme sensitivity, and adheres to strict deadlines, with a high degree of specialized knowledge, in order to successfully implement policy and procedures within federally mandated timelines.
