Senior Consultant – Independent Verification and Validation (IV&V) Lead in the Policy and Program Strategic Solutions practice area at NYSTEC. You will collaborate with team members to conceptualize, deliver, and support clients in today’s healthcare landscape. NYSTEC is a trusted advisor, providing subject matter expertise and connecting the dots for clients. NYSTEC has consulted on some of the largest Medicaid initiatives and has served in various roles across New York State healthcare technology systems. Work products must be thorough, accurate, appropriately documented, and comply with established criteria. You will ensure duties are performed in a competent and professional manner that meets delivery schedules as outlined. This is currently a hybrid position. You will be required to work in-person at the NYSTEC office a minimum of twice per month. While the day-to-day work follows a regular schedule, this position may require working after-hours and late hours several times a year for testing outside of user business hours (e.g., application updates, security updates, disaster recovery testing). Key Responsibilities

Provide leadership to a small team of IV&V professionals, including coaching, mentorship, oversight, and training. Communicate effectively, resolve conflicts, recognize performance, and foster teamwork. Analyze technical specifications to conduct IV&V for new system features and perform regression testing for the Uniform Assessment System for New York (UAS-NY) and related applications and operating systems. Create comprehensive test plans covering all testing scenarios (happy path and edge cases), identify potential risks, and provide mitigation recommendations. Lead in developing and refining the IV&V methodology for a balance of manual and automated testing to deliver quality applications on time. Manage post-release efforts, including defect management; lead smoke testing for deployment and ad hoc testing efforts. Run SQL queries and perform data analysis; work with NYS agencies to conduct disaster recovery drills and testing. Collaborate with team members and partner vendor teams to test, troubleshoot, and resolve complex issues. Create project plans to keep IV&V work aligned with overall project roadmaps; develop key documentation (process documents, system manuals, defect tracking, etc.). Prioritize testing needs amid competing priorities and ensure key project milestones are achieved on schedule. Work closely with project teams and external stakeholders to meet milestones. About You / Qualifications

Knowledgeable and experienced in all aspects of the information technology system development life cycle (SDLC). Ability to deliver client business value as an IV&V consultant by presenting findings to technical and policy stakeholders in a professional, data-driven manner. Self-driven, detail-oriented, and committed to quality and comprehensive testing. Strong writing, documentation, communication, and analytical skills to meet project goals. Experience as a project coordinator or project manager. Ability to innovate, lead change, solve problems creatively, and identify opportunities to improve applications and testing processes in response to client needs. Proficient with Microsoft Office suite and the Micro Focus UFT (Unified Functional Testing) tool. Proficient with SQL and the ability to create and run database queries. Excellent organization, planning, and stakeholder relationship skills with strong listening and communication abilities. Education and Experience

Bachelor’s degree and three years of related experience, or an equivalent combination of advanced education, training, and experience. All qualified applicants will be considered; equivalent combinations of education and experience will be accepted. The pay range for this position is $79,793.00 to $109,716.00 per year.
