Secret-Cleared Senior Capability Assessments, Experimentation & Future Requirements Analyst at Terrestris LLC. The role supports the U.S. Navy’s Surface and Mine Warfighting Development Center (SMWDC) HQ in San Diego, CA. The Senior Capability Assessments, Experimentation & Future Requirements Analyst provides high-level analytical and technical support to SMWDC HQ, focusing on capability development, warfighting gap analysis, requirements generation, and support to fleet experimentation and future warfare initiatives aligned with SMWDC’s mission to advance lethality and tactical proficiency of the Surface Force. Responsibilities
Support SMWDC HQ, FFC, CPF, CNSF and OPNAV in capability assessments across all SMWDC-owned mission area capabilities. Support, assist, review and make 16 recommendations to ensure all requirements are anticipated and scope enables program execution. Develop issue papers supporting future requirements to improve advanced training by conducting assessment of investments that compares POM requirements to actual execution and delivery in the applicable budget year. Develop plans and programs that will improve war fighting performance and readiness of the surface forces and integrate those requirements into the SWTC, IPCL, FTW, SURFRG, and other formal budgeting plans. Review, comment, and draft Fleet Warfighting Concepts of Operation (CONOPS), Concepts of Employment (CONEMP), and other operational requirements documents, such as Fleet CONOPS, Tactics, Techniques, and Procedures (TPP), Tactical Bulletins (TACBULS), Trainer Requirements Documents (TRD), Fleet Commander and Force Commander Instructions, etc. Evaluate, assess and monitor unit-level mission area readiness and operational capability through direct observation or indirect analysis of performance metrics to support units’ preparation for, and completion of the advanced training phase. Evaluate, assess and monitor Navy Component Commander (NCC), Numbered Fleet Commander (NFC), Joint Maritime Component Commander (JFMCC), and/or Commander Task Force (CTF) staff mission area readiness and operational capability when required/requested by higher headquarters. Contribute, support and assist in the Fleet Collaborative Team (FCT) to provide detailed technical and tactical recommendations to support the Warfare Improvement Program (WIP) and the development of the SMWDC IPCLs. Conduct analysis of Fleet Wholeness trends and projects in coordination with Fleet offices and Fleet Training agents and program resource sponsors to determine improvements necessary to meet Fleet Wholeness and readiness objectives. Monitor trends in operational proficiency and training/readiness shortfalls to determine where Force Wholeness and readiness improvements are needed. Source trends from SWATT performance results, post event data analysis working groups, DRRS, event observations, Fleet input, and other programs. Compile, analyze, and consolidate technical information into clear, understandable documentation; support analysis of programmatic performance metrics. Conduct assessment of current IAMD, SUW, ASW, AMW, and MIW systems and develop tools to refine existing activities. Develop, contribute, support, assist, review and monitor inputs to the Fleet Experimentation (FLEX) program to test new technologies, conduct risk reduction measures, and refine tactical guidance as required by OPNAV, FFC, CPF, CNSF, and other higher headquarters. Produce detailed analysis reports that accurately display metrics and provide recommended solutions for any new technologies. Support, assist, review and monitor Technical and Modernization Working Groups, Knowledge sharing networks, SURFRG Working Groups, and Surface Warfare Enterprise initiatives. Prepare reports, summaries, observations and decision points to document assigned actions and responsibilities. Provide analytical and technical analysis for impact studies, operational cost/benefit analysis, dependency models, and project tracking that support capability assessments, experimentation and future requirements tasks. Provide expertise in program planning and risk identification, and recommend management and mitigation activities. Support Fiscal Year data calls, with emphasis on Program Objective Memorandum (POM) Department of Navy (DON) and President’s Budget activities. Evaluate and provide feedback on surface force mission area continuums (AMW, IAMD, MIW, Surface ASW, SUW) prior to POM submission to update POM issues. Draft white papers, issue papers, concept papers, impact statements, technical reports, meeting summaries, or other material documenting results, issues, and analyses related to SMWDC planning or capability activities. Qualifications
Authorization to work in the U.S. permanently without sponsorship. Active Secret Clearance. Bachelor’s degree in Defense Studies, Systems Engineering, Political Science, Military History, or related field; Master’s degree preferred. Minimum of 15 years of recent experience as a Qualified SWO. Minimum of 5 years of recent experience in technical writing, preparing POM issue papers, CONOPS/CONEMP documents, or similar. Knowledge of and/or experience with the U.S. Fleet Forces Warfighting Improvement Process (WIP). Experience within the last 8 years on the OPNAV Staff in the N8 or N9 branch, or equivalent. Knowledge of and/or experience with the DoD Acquisition process. Minimum of 5 years of recent experience with and proficiency in Adobe Acrobat and Microsoft Office Suite (PowerPoint, Excel, Word, Teams, Outlook, SharePoint). We Are Extra Impressed By
Experience supporting SMWDC, NWDC, OPNAV N9/N7/N8, or related Navy warfare development organizations. Prior military service, especially in surface warfare or warfare development communities.
