Overview

The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation. We support New Yorkers in voting, meaningfully supporting candidates for city office, and running for office themselves. NYC Votes, our voter engagement initiative, delivers trustworthy election information and helps New Yorkers plan to vote. We publish the citywide Voter Guide, and our public matching funds program supports small contributions to enable regular people to run for office, ensuring transparency and accountability in local government. We believe that empowered participation leads to better-represented communities and more accountable leaders. The Office of People Operations delivers HR solutions to the agency and serves as the liaison to external city government oversight for succession planning, payroll management, compliance, labor relations, and policy implementation. The Director of Labor and Employee Relations will report to the Deputy Chief People Officer of Compliance, Payroll & Labor Relations and will be part of a service-oriented team developing and executing human capital strategies. Role and Responsibilities

This role will play a key role in managing internal labor relations investigations, union grievances, and collective bargaining agreements, and engagement with Union Partners. It will also serve as the Agency’s Health & Safety Coordinator. Responsibilities include, but are not limited to: Serve as liaison to the NYC Office of Labor Relations and employee unions concerning contractual issues that may arise with CFB employees. Serve as the CFB’s grievance representative and administer the contractual grievance process. Act as Hearing Officer for grievances and disciplinary appeals. Represent the agency at hearings before the Office of Labor Relations and arbitration sessions at the Office of Collective Bargaining. Coordinate management-side witnesses and documentation; negotiate settlements in connection with grievance disputes and collective bargaining activities. Liaise with CFB’s internal Legal division and general counsel regarding employee matters and legislative activity. Aid in interpreting Collective Bargaining Agreements, City Office of Labor Relations (OLR), and DCAS directives and personnel orders. Coordinate the disciplinary process, including guidance on performance, behavior, conflict prevention, and dispute resolution, and progressive discipline. Assist managers with employee writeups, Performance Improvement Plans (PIP), involuntary termination requests and sessions, ensuring supporting documentation is collected. Prepare and draft Charges and Specifications for disciplinary actions; attend disciplinary hearings on behalf of the agency (informal conferences, disciplinary meetings, and grievance meetings) and provide management with updates. Manage the review of allegations and complaints of employee misconduct; lead investigations; provide confidential reports with recommendations for disciplinary actions. Conduct research and prepare for internal labor-management meetings; schedule meetings and provide follow-up on outcomes to People Operations Leadership. Ensure union walkthroughs and meetings are conducted at the worksite as needed. Serve as the agency’s Health & Safety Coordinator; assist with Workplace Violence (WPV), Occupational Health & Safety, and Worker’s Compensation policies and trainings; track and respond to work-related injuries and illnesses. Liaise with the ADR Coordinator; provide guidance to staff on labor and employee relations issues and dispute resolution. Ensure adherence to agency policies; provide guidance to reduce conflict. Provide ongoing recommendations on progressive disciplinary policy and regulatory compliance. 3-4 years of Labor Relations and Human Resources experience within the City of New York. Experience working with and within government agencies.
