Overview
Consulting Director, Planner/Regulatory Specialist, Power and Renewables at ERM. ERMs Capital Project Delivery (CPD) service focuses on supporting development of projects in the power, technology, telecommunications, mining, chemical, transport, and infrastructure sectors. We are seeking an experienced biologist/regulatory specialist to join our global consulting firm and help drive growth by selling and delivering services, and supporting the development of some of the worlds most complex projects. The ideal candidate will have experience conducting and leading environmental permitting efforts with California utility companies and technical expertise in natural resource permitting, CEQA/NEPA, and large-scale capital projects in California. After the first year, and upon successful leadership performance, you may be eligible for ERMs path to partnership, with opportunities in Account Management and people leadership. Responsibilities
Serve as Expert Biologist/Regulatory Specialist for environmental impact assessment under CEQA- and NEPA-related activities and natural resource permitting in support of ERM clients capital projects (i.e., data centers, power generation, electrical transmission, renewable energy projects). Oversee the preparation of technical studies and impact assessment documents in a variety of resource areas, including Environmental Impact Reports (EIRs) and Mitigated Negative Declarations, serving as program manager, lead technical expert, and QA/QC. Lead programs to develop permit strategies, specify best management practices; oversee the preparation of permit applications and negotiate conditions with state and federal agencies. Direct permitting and compliance for telecom, energy infrastructure and other linear development projects with emphasis on U.S. Army Corps of Engineers, California Coastal Commission, U.S. Fish and Wildlife Service, California Fish and Wildlife Service, and Regional Water Quality Control Board permits and consultations. Contribute to select account teams, collaborate with Account Directors/Managers on client development, and deliver ERMs services to clients in the electric/gas transmission and generation siting/development markets. Mentor staff, oversee project work, identify emerging talent, and support professional growth within the team. Lead cross-functional collaboration to build ERMs global business, drive innovation in the Impact Assessment and Planning service offering, and differentiate ERM in the market. Meet business health and safety standards, financial targets, project budgets and schedules, client satisfaction, and internal risk management requirements. Requirements
BS in biology, environmental science or related field. 8+ years of consulting experience, including substantial experience with the electric/gas transmission and generation markets in California. Business acumen to understand business risks and challenges, and to recognize opportunities to provide enterprise-wide solutions for clients. Demonstrable track record in delivering multi-million-dollar environmental programs or successfully winning large and strategic projects. Established relationships with California utility companies, in particular PG&E, SCE and Sempra, to leverage existing contract agreements for new project opportunities. Drive and ability to cultivate new client relationships in collaboration with existing Account Directors and account teams. Solid grasp of the key impact assessment and management issues within the California electric/gas transmission and generation market, as well as a high degree of technical competence and broad knowledge of CEQA impact assessment best practices. Experience overseeing the development of CEQA and NEPA documents, with California Public Utilities Commission General Order 131-E (formerly D) required. Recognized technical expertise and established reputation in the marketplace, including positive reputation with key regulators relevant to CEQA impact assessment approvals. Strong people leadership and ability to manage, develop, and grow a team of direct and indirect reports. Positive, collaborative attitude and commitment to ERM as a global company. MS in biology, environmental science or related field. 15+ years preferred of consulting experience, including substantial experience with the electric/gas transmission and generation markets in California. Compensation and Benefits
For the Consulting Director, Planner/Regulatory Specialist position, we anticipate an annual base pay of $138,383 $198,146 (USD). Pay within the range depends on factors including education, qualifications, certifications, experience, skills, geographic location, performance, travel, and business needs. The role may be eligible for bonus pay in some cases. We offer a comprehensive benefits package including paid time off, medical/dental/vision insurance, 401(k), and other benefits to eligible employees. (Casual employees and regular employees scheduled under 20 hours a week are not benefits eligible). Application
