The Global Financial Crimes & Customer Protection (GFCCP) organization is comprised of specialized teams dedicated to implementing effective policies, advanced analytics and thorough investigative processes that consider the risks posed by PayPal’s products, customers, transaction volumes and jurisdictions in which PayPal operates. GFCCP is seeking a dynamic and experienced merchant risk leader to develop and execute strategies to evaluate complex risks of new and existing merchants with a focus on financial exposure in an ever-changing external environment. This leader will support strategies across all segments of PayPal’s customer base, from our smallest businesses to our largest enterprises. The successful candidate will be a seasoned risk and underwriting professional with the ability to work across multiple teams to evaluate merchant onboarding requirements, ongoing monitoring frameworks, and macroeconomic trends to support PayPal’s growth while protecting the brand and our customers. This includes working with second line leaders on developing risk appetite frameworks and metrics, applying those guidelines to merchant opportunities and directly engaging with executives both within PayPal and externally when appropriate. The candidate will also partner with data science and analytics leaders to deliver tailored automated solutions, deploying risk management strategies efficiently and at scale. This role requires deep expertise in merchant underwriting and the payments ecosystem, exceptional organizational skills, the ability to communicate across all levels of the organization and proven ability to influence change within a complex and fast-paced organization. Job DescriptionPosition Responsibilities

Directly manage a global team of risk professionals supporting onboarding and ongoing reviews of PayPal’s merchant customer segments globally Partner with second line Financial Risk Oversight teams and first line data science teams to implement risk appetite statements, support ongoing analysis of macroeconomic trends and enhance ongoing monitoring Provide subject matter expertise and tailored deal guidance for complex global merchant onboarding opportunities, including briefings for senior leadership and direct merchant advisory discussions at the executive level where appropriate Identify control opportunities for new and existing industry verticals or market expansions Partner with technology teams to oversee requirements and the development of tools to support enhanced risk reviews and decision-making Serve as the primary lead on merchant risk matters with payment ecosystem partners, including acquiring banks and card networks Requirements

10+ years of experience in underwriting and risk management in the payments industry 5+ years of leadership experience, including managing teams of 10 or more people Excellent analytical skills and ability to identify and mitigate risk Strong communication and interpersonal skills, with the ability to build relationships and influence others Extensive knowledge of industry regulations and compliance requirements Experience with complex merchant underwriting, including deal structuring and risk assessment Experience working with external stakeholders, including financial partners Proven ability to navigate a continuously changing global regulatory ecosystem Exceptional interpersonal and influencing skills, with the ability to partner effectively at multiple levels and across disciplines Proven ability to exhibit agility in navigating from current state to proposed solutions Exceptional written and oral communication skills Experience creating and delivering presentations to executive audiences, regulators/external stakeholders PayPal is committed to fair and equitable compensation practices. Actual compensation is based on various factors including but not limited to work location, relevant skills and experience. The total compensation may include an annual performance bonus (or other incentive compensation, as applicable), equity, and medical, dental, vision, and other benefits.
