Position Overview
We are seeking a seasoned Mainframe System Analyst with deep expertise in Natural 4 / ADABAS, to serve as a critical resource in an ongoing enterprise application modernization initiative for a city government agency. This role is a backfill for a key analyst position and will involve extensive work on integrating the legacy Buildings Information System (BIS) with new cloud-based and web-enabled platforms.
The ideal candidate brings not only strong mainframe technical skills but also excels in systems analysis, requirements interpretation, interface design, and cross-functional coordination.
Key Responsibilities
Serve as the lead analyst for integration between BIS (Natural/ADABAS-based) and modern application ecosystems. Perform in-depth analysis of existing BIS architecture, data flows, and business processes. Define, document, and translate business and technical requirements into detailed functional and interface specifications. Collaborate with internal city resources, development teams, and external vendors to ensure proper integration design and implementation. Support development teams in understanding legacy logic and assist in reengineering legacy processes where needed. Participate in planning, system design reviews, integration testing, and go-live support. Analyze and troubleshoot data conversion issues, normalization logic, and integration challenges.
Required Skills & Experience
12+ years of experience in systems analysis or application support roles within large-scale mainframe environments. 8+ years of hands-on experience with Natural 4 / ADABAS in both batch and online transaction environments. Proven expertise in JCL scripting and working within TSO environments. Strong understanding of complex batch processing and scheduling logic. Experience with ENTIREX Broker or similar middleware integration frameworks. Solid grasp of data structures, data conversion, and normalization techniques. Exceptional analytical and documentation skillsable to bridge business needs with technical design.
Desirable Skills
Knowledge of NYC's Buildings Information System (BIS) or DOB NOW platforms. Familiarity with Java-based web portals such as BISWeb. Experience with Software AG WebMethods or similar enterprise middleware. Exposure to Business Intelligence/Reporting tools for data analysis. Prior experience working with New York City government agencies or other public sector clients on legacy modernization projects. Ability to work in fast-paced environments with multiple stakeholders and external vendors. Strong verbal and written communication skills, with ability to produce clear technical documentation.
