Job Definition: The Capital Project Manager represents the owners interests, maintains the housing stock and commercial properties, and manages properties financed through diverse funding streams including Low Income Housing Tax Credits (LIHTC) and HUD-Section 8. The role involves liaising with investors, lenders, and regulatory agencies to ensure compliance and reporting, and collaborating with DESCs Finance, Housing Development, Facilities Departments, and Housing Project Managers. Major Duties and Responsibilities: Assess current building conditions and plan for long-term maintenance with the Director of Facilities. Prepare Capital Needs Assessments and evaluate building reserves. Oversee bidding processes and vendor selection for capital projects and property management. Manage construction projects resulting from damages or emergencies. Assist with commercial lease preparation, review, and compliance. Negotiate leases and manage tenant-related issues. Oversee rent collection, lease management, and landlord relationships. Manage asset partnership issues and assist in annual budget preparation. Recommend budgets for maintenance and reserve projects. Oversee contractors and vendors performing repairs and maintenance. Report energy usage and oversee energy efficiency upgrades, including grants and incentives. Participate in staff meetings and trainings as assigned. Perform other duties as assigned. Minimum Qualifications: Bachelors degree in finance, real estate, or related field. At least 4 years of asset management experience in affordable housing; Masters degree may substitute experience. Strong analytical skills and experience in project management and financial analysis. Understanding of property management and building systems. Proficiency in Word, Excel, Outlook; excellent communication skills. Ability to prioritize, work independently, and handle sensitive information. Ability to work effectively with diverse populations and handle challenging behaviors. Physical Demands: The role requires sitting for long periods, communicating effectively, lifting up to 25 pounds, and operating computers. Vision requirements include close, distance, peripheral, depth perception, and focus adjustment.
