Data Analyst (Lead Developer) Level II
Universal Consulting Services (UCS) a subsidiary of Tria Federal (Tria) is seeking a Data Analyst (Lead Developer) Level II to enhance administrative and operational support services for our federal customer at the Navy Bureau of Medicine and Surgery (BUMED) in Falls Church, Virginia. This position will join a team of administrative professionals supporting healthcare operations, program management, data analysis, training programs. Education programs in military healthcare related policies and programs. The successful candidate will provide support to BUMED and promote safe and quality healthcare and operational readiness by providing application development and modernizing support services while accommodating a change in missions between the military Services and DHA and support the sustained mission of BUMED, provide support to Independent Duty Corpsman Reporting System (IDCRS) and Semantic Open-Source Software (SEMOSS) Application Development and Support, and development of visualizations, metrics and monitoring operations that fall under the responsibilities of BUMED to manage and/or monitor. The candidate will also provide the required skills and experience in facilitating the ad hoc support for production and maintenance support activities for the SEMOSS, and other application tool solutions leveraged for analytics, both front-end and back-end, including the Analytics/SME support, tools & technologies, databases, software, reports, and rapid application development. This job is hybrid, 40% on-site and 60% off-site. Travel 25% or less. *Opportunity is Contingent Upon Award Responsibilities: Lead development of analytics dashboards and models using SEMOSS, Python, Tableau, and Jupyter Notebook to support Navy Medicine's operational readiness and performance initiatives. Conduct exploratory data analysis and data discovery, including cleaning, munging, and aligning datasets with mission objectives and business rules. Design and implement custom visualizations and widgets, including wireframes, prototypes, and alpha products, with iterative stakeholder feedback. Resolve data issues within 2 business days, performing root cause analysis and coordinating fixes across technical and functional teams. Support rapid application development and modernization, including AI/ML-enhanced dashboards, alert systems, and data management web forms. Coordinate project planning and reporting, including burn rate tracking, cost estimation, and weekly status reviews aligned with PMI standards. Develop and maintain SOPs, metadata dictionaries, and user guides for SEMOSS tools and analytics workflows, ensuring long-term sustainment. Deliver end-user and technical training, including desk-side support and engineering workshops on SEMOSS widget creation and data integration. Minimum Experience Qualifications: Level II (Intermediate) 5-12 years' experience Bachelor's Degree Required (master's preferred); at least 5-12 Years of experience in the field or in a related area. Familiar with a variety of commonly used concepts, practices, and procedures. Relies on extensive experience and judgement to plan and accomplish goals. May lead and direct the work of others. May report to a supervisor or manager. Requirements: Secret Clearance. Bachelor's Degree Required (master's preferred); at least 5-12 Years of experience in the field or in a related area. Preferences: Preferred experience in a military health environment and an understanding of the military organization. Highly proficient in Microsoft Office products (Word, Excel, PowerPoint, and Outlook). Excellent skills in multitasking, prioritization and planning, schedule management, and the coordination of complex executive functions. Strong collaboration and teamwork skills with the ability to work independently and in a team environment. Possess strong editorial and writing skills and a keen understanding of different audiences.
