Description of Work The primary purpose of this position is to analyze, develop and define scope, draft, and negotiate, procure, and administer legally binding, service-related contracts and agreements for Department of Adult Correction. This position will be involved in the issuance of purchase orders, receives, and reviews requisitions for services (except medical) related to providing the immediate and future needs of the Department of Adult Correction. Most services this position require the development of appropriate, detailed and technically complicated contract instruments, i.e., Request for Proposal/Quote (RFP, RFO), Memorandum of Agreement (MOA), Invitation for Bid (IFB), etc. These requisitions negotiated agreements and purchase orders are generated to procure the entire scope of services and goods necessary to support the Department of Adult Correction. The individual in this position will demonstrate fair and equitable consideration towards making sure that all contracts are incompliance with accepted Federal and/or State Law, State Administrative Code and Departmental Policies. They must ensure that purchase orders resulting from the procurement process are not only obtained through the appropriate state/department prescribed procurement processes but also include compliant terms and conditions that are as advantageous to the state as possible.

This position requires attention to providing value and cost-effective strategies in negotiating favorable terms and conditions on all agreements acceptable to the Department and State. Excellent verbal and written skills are essential to successfully communicating with co-workers, senior management, business professionals, state government officials, MIS, Statewide IT Procurement office, vendors and others associated with the procurement process. Their ability to follow up, keep organized files and detailed notes are critical to protecting the interests of the department. This position serves as a primary purchasing contact for all assigned agreements, negotiations, and research. An individual in this position will be expected to attend meetings and related educational forums to stay current on the ever-changing departmental policies and procedures as well as all statutory regulations.

Department of Adult Correction

is one of the largest state agencies with more than 19,000 employees. It is responsible for safeguarding and preserving the lives and property of its citizens through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons with custody, healthcare, and facility operations staff as well as the division of Community Supervision. The Controller's Office

assumes oversight responsibility for the financial operations pertaining to the Department of Adult Correction accounting. This encompasses the management of accounts payable/receivables, the preparation of financial reports, the administration of fixed asset accounting, the processing of payroll, the supervision of purchasing/WEX cards, tax management, travel-related expenditures, and other business payments and reimbursements. The work performed in the section allows for a diverse level of expertise and academic qualifications in the field of accounting and may require certification as a Public Accountant.
