Human Resources Business Partner
to join an HR and Organizational Development (HR/OD) team that supports a diverse workforce, ranging from trades employees to engineers. The team is comprised of four HR Business Partners, two HR Administrative Specialists supporting timekeeping and onboarding, and two OD Specialists delivering a range of OD services to the department. This position will act as a strategic partner to employees and supervisors, drawing on their expertise in employee relations, performance management, employee development, organizational development, and staff recruitment to support more than 200 positions throughout the employment life cycle. Responsibilities
Major Job Duties: Analyzing and issuing recommendations on complex performance management, disciplinary, employee relations, and other personnel matters; Consulting with and advising hiring managers on recruitment and classification of positions; Drafting requests and memoranda relating to recruitment, classification and compensation, and performance management; Managing recruitments for assigned bureaus as the liaison between the central HR Department and hiring managers; Collecting data, preparing reports, and conducting analysis; and Supporting change management and organizational development functions. The Ideal Candidatewill have the following: Ability to build partnerships across organizational levels; A track record of achieving progress in high conflict personnel matters while balancing competing organizational objectives; and Ability to work with all levels of recruitment and selection processes including performing test development and validation strategies, developing outreach and sourcing strategies designed to attract under-represented and diverse populations and developing strategies to encourage diversity and inclusion in the County's selection processes. Qualifications
Selection Criteria Bachelor's degree in human resources, business administration, public administration, or other a related field; and Considerable experience in human resources management, organizational design, or a specialty area of human resources management such as recruitment, employee relations, benefits and compensation, etc. Substitution:

Preference will be given to applicants with aMaster's degree in Human Resources Management or Industrial/Organizational Psychology, and extensive experience in one or more of the following; Handling complex and sensitive employee relations issues in a matrixed environment; Supporting employees in a mix of office, labor and/or trades environment; Supporting a unionized workforce; Working in a local, state, or federal government agency; and/or Human resources organizational development and/or training. Preferred Human Resources certifications: Certified Compensation Professional (CCP); PHR or SPHR; or SHRM-CP or SHRM-SCP.
