GENERAL PURPOSE The Senior Development Review Manager plays an integral role in the Public Works (PW) Department's leadership team and provides effective direction, control, and management over development review engineering and inspections services for the City. Manages and leads a high-performing engineering and inspection team that supports, develops, and implements solutions to complex problems that arise in the design, review, construction, inspection, and asset maintenance associated with development projects and right-of-way management. Collaborates with all divisions of PW and other City Departments, and meets and confers with developers, contractors, engineers, and the community regarding City policies, regulations, procedures, and projects. Work involves overseeing permit review, construction management, inspections, contractor quality control for development projects and any private use of the right-of-way, developing updates to code and standards, evaluating and implementing procedures and processes, participating in asset management, and providing oral and written communications to a variety of audiences. Essential Duties and Responsibilities

Manages and leads a high-performing engineering and inspection team that supports, develops, and implements solutions to complex problems that arise in the design, review, construction, inspection, and asset maintenance associated with development projects and right-of-way management. Plans, administers, performs, and manages tasks related to development review and inspection as it relates to public infrastructure, including requests for variation from City's adopted Public Works Standards. Communicates with a wide variety of audiences and presents to City Councilmembers, Commissioners, and the community and the public as needed to provide information, project updates and recommendations related to all engineering or permit related issues affecting the City. Represents the City at public meetings, open houses, and other venues including regional meetings. Participates in the development and administration of the departmental budget; recommends the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary. Leads the development and implementation of technical and business practices and procedures related to development review and right-of-way permitting and inspection. Manages or supports the process of updating City codes and Public Works Standards. Provides public testimony to the Hearing Examiner for development permits. Coordinates with utility providers through permit approval to ensure compliance with franchise agreements and construction standards; works with utility providers to consolidate efforts, minimize disruption to the public, and maintain the quality of City infrastructure assets. Responds to inquiries from the community, council, and private developers related to engineering review and right-of-way permits. Receives, reviews, prepares, and submits a variety of reports, project updates, grants, correspondence, records, files, and equipment and material purchase requisitions and invoices. Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds. SUPERVISION EXERCISED Reviews and evaluates work methods and procedures and meets with staff to identify and resolve problems. Plans and oversees business area workflow and time utilization of staff; assigns and communicates daily activities and deadlines to staff. Assesses and monitors workload; identifies opportunities for improvement and implements changes. Selects, trains, motivates, and evaluates employees; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures per established policies, procedures, and executive guidance. Qualifications

MINIMUM QUALIFICATIONS Bachelor's degree in civil engineering or related field; supplemented by eight (8) years of progressively responsible experience; including three (3) years in a supervisory role; or an equivalent combination of education, certification, training, and/or experience.

Employees must be residents of Washington State.

CERTIFICATIONS AND LICENSES

Washington State Professional Engineer (PE) License. A valid Washington State Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines Additional Information

Foster innovation, curiosity, and strategic thinking to provide recommendations and solutions to complex issues as well as process improvement and actively seek better ways to perform work and collaborate with others. Demonstrated ability to read, interpret, and explain City, State, Federal and APWA codes, ordinances, standards, legal descriptions, specifications, policies, procedures, and standards and ability to assist others in complying with standards and contract terms. Skill in performing civil engineering work and maintaining professional standards for municipal infrastructure. Strong written and verbal communication skills, with the ability to present technical material in a clear and concise manner to various groups and individuals, including elected officials, the community, and stakeholders. Effectively engage with development professionals and the public using tact and diplomacy and experience or willingness to improve competencies in conflict resolution Use of Microsoft Office Suite and applicable department / organization specific software and ability to learn and become skilled in the use of other specialized software and online meeting platforms as may be required. Clearly and effectively communicate and understand information in English, both orally and in writing, and use professional composition, spelling, grammar, and punctuation. Responsive and flexible handling of work assignments and prioritizing work to complete assignments accurately and timely. Maintain a customer service orientation and positive image of the city to the public, courteous and professional approach to exchanging information, and adhering to strict confidentiality requirements. Ability to regularly attend work and arrive punctually for designated work schedule, including when working remotely per an approved hybrid schedule.
