Director, PMO – GWAC/IDIQ Programs
We are seeking a strategic and results-driven Director to lead our GWAC/IDIQ Program Management Office (PMO). This individual will play a key role in managing and scaling our portfolio of federal contract vehicles, including Government-Wide Acquisition Contracts (GWACs) and Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The IDIQ PMO Director will be responsible for driving operational excellence, compliance, and effective customer engagement to acquire/submit multi-million-dollar opportunities.
Responsibilities
- Interface with a team of proposal and business development staff and technical SMEs, the PMO, in the forecasting, capture, and submission of proposals in pursuit of contract opportunities issued via IDIQs and GWACs
- Lead corporate objectives to develop IDIQ/GWAC acquisition strategies by engaging with industry and Government contacts, constructing market profiles, assessing trends in Government and Federal Acquisition Regulation, and evaluating corporate capability to identify IDIQ/GWAC targets, and strategies to obtain them
- Assist task order delivery teams with initial / kick-off meetings with Government Customers
- Manage relationships with the customers and contracting officials that execute our contract vehicles, and maintain responsibility and accountability for the timely submission of all contract deliverables associated with vehicles managed under the PMO
- Collaborate with Operations, Business Development, and Capture teams to support pipeline growth and program execution
- Develop, evolve, and improve business development processes as they pertain to the PMO’s area of responsibility, exercising continuous process improvement and standardizing training and PMO process documentation
Qualifications
- Bachelor’s or Master’s degree
- 8-10+ years of experience in program management, business development, or IDIQ programs
- Program/Project management experience with DoD, IC, GSA, DHS or other Federal agency
- Familiarity and expertise with Government-wide Acquisition Contracts (GWACs) and IDIQs such as OASIS+, ITES-3S, SeaPort-NxG, and etc.
- Experience working to short deadlines, delivering solutions to unstructured business challenges in ambiguous and fast-paced environments
- Ability to obtain and maintain a DoD Secret clearance; active clearance desired
- Experience using Government sources of contract data reporting, industry-standard competitive intelligence tools, and industry-standard pipeline management tools
- Strong analytical and communications skills
- Proficiency at working both independently and as a team member
- Experience with the Microsoft Office Suite, SharePoint, and CRM tools such as Pipedrive, Salesforce, Technomile, and Govwin
Bonus points
- Experiencing managing or establishing a PMO
- Experience developing materials for and communicating to senior management or C-Suite leaders
Security Clearance
Ability to obtain a DoD clearance; active clearance desired.
Work Schedule
Hybrid, with primary worksite as Crystal City, VA
