The Director of Reproductive Health and Rights manages the National Partnership’s policy and programmatic work on reproductive health, rights, and justice to advance a healthcare system that works for women and their families and achieves gender and racial health equity. The Director provides policy analysis, development, advocacy and thought leadership on federal and state legislative, administrative, and legal issues related to reproductive health care; works with partners, coalitions and external stakeholders to influence policy making and implementation and shape a public narrative in support of comprehensive reproductive health care for all. The Director collaborates with staff across teams to promote women’s health and economic well-being, and to advance racial and gender equity.
Responsibilities
- In collaboration with the VP for Health Justice, develop and implement a strategic vision for achieving policy change that advances gender and racial equity in the reproductive health and rights portfolio.
- Lead a policy advocacy portfolio (monitoring, research, analysis, policy development, advocacy) related to reproductive health, rights, and justice.
- Provide thought leadership on specific topics within the portfolio.
- Lead in developing, executing and delegating workplans to accomplish portfolio goals.
- Develop policy positions and implement advocacy strategies using a gender and racial equity lens in all key issues areas.
- Track, analyze, and manage responses to federal regulations; draft regulatory comment letters, responses to information requests, and related policy communications.
- Track key legal developments and analyze implications for policy advocacy work.
- Cultivate relationships with and provide technical assistance to administration and agency officials on policy priorities.
- Direct the development of educational and advocacy materials, including major reports, policy issues briefs, fact sheets, and blogs.
- Coordinate across portfolios and teams (e.g., with the Economic Justice team) on joint projects and products.
- Provide technical assistance and subject matter expertise on legislative priorities and advocacy opportunities, including sign-on letters, endorsements, proposed legislative text, and hearing testimony.
- Represent the National Partnership in coalitions, advisory committees, conferences, and other public forums; provide legislative and regulatory updates and analysis; build consensus on policy and advocacy strategy; cultivate relationships; disseminate advocacy materials; and facilitate coalition meetings.
- Build and maintain strategic relationships with policymakers, industry stakeholders, and allied partners.
- Assist leadership in determining whether amicus briefs are needed and coordinate participation in court cases as needed.
- Assist in fundraising for the Health Justice team and maintain funder relationships; collaborate with VP and Development team to finalize proposals.
- Manage project deliverables under grants.
- Communicate the Health Justice team’s policy priorities in speaking engagements, media interviews, and other outreach; support leadership in portfolio-related engagements.
- Draft public statements and social media content in collaboration with the Communications team.
- With the VP and DEIA team, help set a culture focused on racial equity and organizational change.
- Supervise staff including the Senior Policy Analyst for Reproductive Health and Rights and the Huber Reproductive Health Equity Legal Fellow, and support their professional development.
- Provide regular feedback and coaching, monitor workload, coordinate assignments, and conduct annual evaluations.
Qualifications, Knowledge & Skills
- Minimum 5-8 years of work or other experience in health policy at national, state, or local levels.
- Knowledge of reproductive health, rights, and justice policies and practices.
- Demonstrated policy analysis and issue development skills.
- Experience managing people and/or teams (as appropriate).
- Ability to multi-task in a fast-paced environment with competing priorities.
- Excellent strategic judgment, and the ability to spot and seize opportunities; collaborative mindset.
- Excellent interpersonal, communications, and persuasive writing skills.
- Desire to coach and support professional development of others.
- Commitment to gender and racial justice, advancing health equity and engaging communities and consumers.
- Graduate degree in health policy, law, or public policy is a plus.
- Prior relationships with federal or state health policy organizations or allied groups are a plus.
- Experience working on the Hill or for an administrative agency is a plus.
Supervisory Responsibility
This position directly manages the Senior Policy Analyst for Reproductive Health and Rights and the Huber Reproductive Health Equity Legal Fellow, and other staff as necessary.
Salary and Benefits
The salary range is $130,650 – $156,183, determined by years of relevant experience. The National Partnership provides a comprehensive benefits package including paid time off, holidays, health, dental and vision insurance, retirement options, flexible spending accounts, life insurance, disability insurance, family and medical leave, and more.
The director position is full-time based in Washington, DC with a hybrid work environment requiring in-office presence as appropriate.
