DEPARTMENT OVERVIEW
The UC Santa Cruz Police Department is responsible for all law enforcement services, including maintenance of order, crime prevention and education programs, emergency preparedness and incident response, community policing, and mutual aid with neighboring law enforcement agencies and other UC campuses. The department also handles Emergency Management, Police Student Ambassador Program, crime prevention, and physical security systems. The Police Department operates 24/7 and seeks to hire individuals who embrace working within a diverse community and can communicate effectively with students, staff, faculty and community members from varied backgrounds.

JOB SUMMARY
Reporting directly to the Chief of Police, the Police Captain assists in the administration, planning, and coordination of the University\'s police and security activities for the UCSC campus and UCSC-owned properties, and manages police operations including patrol, emergency response, maintenance of order, crime suppression, emergency tactical response, mutual aid within and outside the UC system, investigations, and dispatch. The Captain keeps the Chief informed of operational, personnel, and budgetary issues and is responsible for planning and managing major campus events.
APPOINTMENT INFORMATION
Budgeted Salary: $220,000 - $235,000 / annually. Salary commensurate with skills, qualifications and experience.
Under California law, UC Santa Cruz is required to post a reasonable estimate of compensation. The salary shown is the budgeted amount the University reasonably expects to pay.

JOB DUTIES
40% - Management
- Provide leadership and command of the Department in the absence of the Chief.
- Provide leadership and motivation to promote effective teamwork and individual achievement within the Department.
- Establish, implement, and evaluate department goals, objectives, policies, and procedures within the context of the University\'s mission and relevant legal requirements.
- In accordance with the IACLEA accreditation, conduct advanced analysis of complex issues involving self-assessment and implementation of the department\'s accreditation; analyze policies for accreditation standards and recommend changes. Serve as subject matter expert on policies, programs, procedures, and training.
- Plan, direct, and manage daily operation of police department functions and special operations: patrol, investigations, civilian/administrative investigations, crime prevention, records management, dispatch, traffic enforcement, and community policing/engagement.
- Plan and direct police tactical operations at major events and protests; coordinate mutual aid with other UC, federal, state and local agencies.
- Manage human and financial resources to ensure protection of life and property while upholding constitutional rights.
- Manage personnel including hiring, training, promotion, and corrective action.
- Coordinate with Labor Relations, Staff Affirmative Action, and Human Resources during sensitive investigations and policy development.
- Represent the Department in media interviews as directed, and coordinate information exchange with the campus Public Information Officer.
- Serve as Custodian of Records for DOJ/federal/government and system-wide policy reports.
- Manage responses to motions for pretrial discovery in criminal and civil matters; respond to record-release requests; represent the Department in court regarding such motions.
25% - Supervision
- Provide direct supervision to the managers in charge of units within the Department.
- Provide indirect supervision to patrol officers, administrative assistants, and dispatchers.
- Review unit performance and ensure adherence to minimum standards.
- Direct subordinate performance, guidance, evaluation, and corrective action.
- Supervise civilian and administrative investigations and complex criminal investigations.
- Oversee recruitment, hiring, and retention for all department personnel.
25% - Planning
- Conduct long- and short-range planning for units; formulate policies and protocols; conduct legal research to author Department policies.
- Plan, implement, and evaluate programs to meet campus needs; educate the community, train officers, and liaise with campus leadership.
- Provide consultative support on safety matters; advise campus leaders on critical incidents.
- Collaborate with other agencies to enhance safety; develop partnerships and solutions.
- Assist the Chief with budget analysis and maintain operational budget oversight.
10% - Investigations
- Conduct sensitive internal, criminal, and background investigations as assigned.
- Serve as alternate Police Department representative on the campus Behavioral Risk Assessment Team.
REQUIRED QUALIFICATIONS
- Bachelor\'s degree and/or equivalent experience / training.
- Experience as a lieutenant or other sworn police manager.
- Outstanding leadership and the ability to motivate employees; experience managing projects.
- Experience administering scheduling, documentation, training, records, dispatch, and related processes.
- Knowledge of State and federal Equal Employment Opportunity requirements and anti-discrimination laws.
- Knowledge of workplace violence, relationship violence, stalking issues, and related resources.
- Knowledge of crime prevention concepts and general practices.
- Knowledge of statutory codes, court decisions, criminal and civil law and procedures, and liability issues.
- Knowledge of hiring practices, labor law, and personnel administration; Peace Officers Procedural Bill of Rights.
- Knowledge of laws governing police records and discovery motions.
- Skills to plan and execute police missions including patrol, demonstrations, protests, and special events management.
- Ability to lead, delegate, and develop subordinates; write clear reports; build cooperative relationships at all levels.
- Ability to handle high-stress situations and make timely decisions; maintain safety and constitutional rights.
- Ability to conduct complex investigations and to take command during emergencies.
PREFERRED QUALIFICATIONS
- Advanced degree.
- 3+ years as UC Police Lieutenant or higher with POST Advanced Certificate.
- 7 years in a police leadership role in California with managerial duties and ability to obtain POST certificate.
- Knowledge of UC Community Safety Plan and related policing practices.
- Well-versed in employee wellness and accreditation requirements.
- Working knowledge of law enforcement accreditation requirements.
SPECIAL CONDITIONS OF EMPLOYMENT
- Pre-hire criminal history and credentialing checks required.
- Comprehensive background investigation including fingerprinting, psychological, drug, medical screening, and driver\'s license; may include deception verification.
- Must pass CANRA-mandated reporting; CPR/First Aid/AED certification within 60 days; valid CA driver\'s license and DMV pull notice program; provide current DMV record.
- Ability to work long periods at a computer; walk nightly rounds; work in rugged environments; wear uniform; possible exposure to hazardous materials and chemicals; operate equipment and transport materials; travel to multiple locations.
- Must be able to work on-call and respond to emergencies after hours; mandatory safety training and vaccine policy compliance.
- Clery Act: CSA; must report crimes and incidents as required.
- Poison Oak exposure risk; ability to work in confined spaces and physically demanding conditions.
- Must provide proof of negative TB test and sign disclosure on misconduct.
MISCONDUCT DISCLOSURE REQUIREMENT
Final candidate must disclose any final administrative or judicial misconduct decisions within the last seven years and related matters, per UC policies.
