Job Duties: Eastern State Hospital, located in Williamsburg, Virginia, was founded in 1773, with a well-intentional emphasis on community focused mental health care. This state-of-the-art campus, situated on 85 acres, consists of two patient care buildings with 300 patients, and a highly skilled staff of over 900. Eastern State Hospital is part of the Department of Behavioral Health and Developmental Services (DBHDS) system and is accredited by the Joint Commission. Eastern State Hospital is looking for a Chief Human Resources Officer for their campus that will provide executive leadership, direction, services and supports to advance DBHDS’ vision and delivery of a responsive, person-centered, trauma informed, integrated, and recovery-oriented system of care for individuals across the Commonwealth with behavioral health, developmental disability, and substance use disorder needs. This role will be responsible for directing an extensive human resources program to all employees and other stakeholders within Eastern State Hospital, serve as a key member of the facility executive leadership team, ensure compliance with all regulatory requirements involving HR policies, procedures, and documentation, and direct the workforce development and training program at Eastern State Hospital.

Qualifications

  • Extensive knowledge of major human resource functions; relevant federal and state laws, regulations and policies such as Title VII, ADA, ADEA, FLSA, PWFA, and FMLA.
  • Strong understanding of HR management theories, laws, regulations, policies, principles, and practices, particularly those relevant to Virginia State government. Experience collaborating with management on employee disciplinary actions; conducting complex investigations; interviews; gathering factual information/data; making sound recommendations; report writing; facilitating training.
  • Effective verbal and written communication; ability to interpret policies, procedures, rules and regulations.
  • Interpersonal skills that foster an inclusive work culture; ability to learn client needs and work independently.
  • Proficient computer skills in MS Office Suite (Word and Excel); Cardinal; and/or other databases.
  • Ability to conduct trend analysis and produce computerized reports.
  • Experience with FMLA, FLSA, ADA, EEO, grievances, and employee discipline processes.
  • Ability to translate high-level organizational priorities into actionable HR/Training frameworks.
  • Expertise in employee identification, selection, and retention strategies to ensure a dynamic talent pipeline.
  • Ability to consult with operations management and provide HR/Training services, including strategy development, assessments, and implementation.
  • Knowledge in compensation and classification analysis to ensure fair pay practices and job classifications.
  • Focus on aligning HR initiatives with business goals and ensuring effective execution.
  • Experience in Employee Benefits, Employee Dispute Resolution, Short Term Disability, and Worker’s Compensation.
  • Experience in developing and implementing succession plans to ensure leadership continuity.
  • Previous supervisory experience; prior experience conducting investigations; and prior experience in employee and labor relations matters.

Additional Considerations

  • Certification as SHRM-SCP, SHRM-CP, SPHR or PHR
  • Supervisory experience in HR, leading and managing HR teams, and ensuring alignment of HR initiatives with organizational goals.
  • Extensive experience across HR functions including talent acquisition, employee relations, performance management, compensation and benefits, HRIS, training and development, and compliance.
