Job Description
We are seeking a Senior Business Analyst to support a large-scale public sector health and human services program focused on accounts receivable and collections modernization. The analyst will partner with business stakeholders and technical teams to define, document, and translate requirements into actionable deliverables. This role requires senior-level expertise in Agile methods, requirements management, and financial system analysis.
Job Scope
Act as liaison between business partners and development teams. Gather and validate requirements, assess business needs, and identify impacted processes and IT integrations. Facilitate workshops and stakeholder meetings to capture requirements. Conduct GAP and SWOT analyses to support solution design. Document requirements through wireframes, process flows, context diagrams, and traceability matrices. Decompose requirements into user stories and acceptance criteria for Agile development teams. Support Agile ceremonies including daily scrums, sprint planning, backlog grooming, sprint reviews, and retrospectives. Utilize Azure DevOps for backlog management and workflow tracking. Develop test plans, use cases, and project documentation in alignment with established methodologies. Ensure deliverables comply with Systems Engineering Methodology (SEM), Project Management Methodology (PMM), and secure application development lifecycle (SADLC) standards. Requirements
Required Skills & Experience
8+ years requirements gathering and business analysis (business needs assessment, IT solution integration, GAP/SWOT). 6+ years creating technical and business documentation (wireframes, mockups, process models, workflows, context diagrams, traceability). 5+ years translating requirements into user stories and acceptance criteria. 4+ years business analysis experience on financial systems. 4+ years in Agile/SCRUM environments and ceremonies. 3+ years working with Azure DevOps (backlog, Kanban, sprint boards). Experience with test plan and use case development. Familiarity with SEM, PMM, and SADLC methodologies. Strong written and verbal communication skills. Preferred Qualifications
Experience supporting state or federal government programs.
