Overview
Great Lakes Inter-Tribal Council (GLITC) is a non-profit organization formed by the Native American Tribes of Wisconsin. We serve all WI tribes by administering grant-funded programs directly or with sub-grants. Programs address a range of functions from Children to Elders. Our mission is to enhance the quality of life for all Native People.
Position: N CREW Program Director Culturally grounded, trauma-informed solutions are essential for reducing substance use and mental health conditions related to long-standing structural inequalities and social determinants of health. GLITC is building an Adolescent Recovery and Wellness Center (ARWC) in Shawano County, northeast Wisconsin. The ARWC will be a 36-bed residential facility offering culturally relevant services and responsive residential treatment for Native American youth, ages 13-17, with substance use disorder and co-occurring mental health conditions. GLITC is developing a research program to inform a person-centered, culturally specific approach to healing and the integration of Tribal wellness practices within healthcare services. Through the National Institute of Health’s Native Collective Research Effort to Enhance Wellness (N CREW) Program, this role supports expanding research capacity for Tribes and Tribal organizations in the region. Initially, this position will work remotely; upon construction completion, it will relocate to the ARWC facility in the Stockbridge-Munsee community.
Position Summary The Program Director will expand research capacity at GLITC in line with the ARWC focus. The role includes helping establish a culturally centered research approach to understand strength-based strategies affecting health, wellness, and resiliency, and guiding research that demonstrates the effectiveness of traditional healing practices in improving outcomes for substance use disorder and co-occurring mental health conditions, contributing to a sustainable healthcare model.
Principle Duties and Responsibilities
Oversee delivery of activities related to project aims, goals, and objectives.
Collaborate with the NCREW Project Coordinator, staff, Tribal partners, institutions of higher education, and Urban Indian organizations to develop culturally appropriate wellness services and evaluative practices for the ARWC.
Secure approvals for all necessary agreements as determined by each member Tribe.
Work with the Epidemiology Center staff, Co-PIs, and the Native American Research Center for Health Director to develop GLITC IRB policies and processes for effective recovery and treatment services.
Determine and develop infrastructure to conduct research, and to gather, store, and analyze data.
Consult Tribal Health Directors and staff to finalize data management plans and develop processes for personalized treatment options, including medication-assisted treatment or other prescriptions as appropriate.
Oversee grant reporting and prepare paperwork to secure licenses to operate and deliver treatment and recovery services.
Collaborate with Tribal cultural practitioners and Epidemiology Center staff to develop a culturally specific healthcare model.
Participate in NCREW partner meetings.
Be available for in-person meetings around the state and IHS Bemidji Region (MI, MN, WI) as determined by the program or management.
Other duties as determined by the supervisor.
Working Relationships and Scope Reports directly to the Director, Great Lakes Inter-Tribal Epidemiology Center. Maintains regular communication with Co-PIs, NCREW project advisors, Tribal staff and leaders. Daily contact with all staff associated with the NCREW program.
Performance Dimensions Supports GLITC's mission. Demonstrates understanding of tribal customs and beliefs. Focus on quality, timeliness, accuracy, and thoroughness; effective communications and relationships; integrity and professionalism; reliability in reporting; and protection of confidential information. Maintains alignment with GLITC’s mission to enhance the quality of life for all Native people.
Knowledge, Skills, and Abilities Minimum:
Bachelor’s degree in public health or Global Health.
Preferred:
Master’s degree in public health or Global Health. Five years of healthcare experience conducting community-based participatory research. The role includes workforce development in collaboration with the GLITC CEO and Strategic Planner, including conducting community-based participatory research and recruiting/training Peer-to-Peer specialists. The Program Director will maintain communications with the National Institutes for Health throughout the performance period. Valid driver’s license and/or reliable transportation with adequate insurance and ability to travel.
Employment Details This is a full-time exempt position, Monday through Friday, approximately 40 hours per week, in an office to be determined in the Stockbridge-Munsee tribal reservation area. This is not a remote position. Salary is $70,000 annually with benefits including annual/personal leave, holidays, health, dental, life & AD&D, STD and LTD insurance, FSA, and a 401(k) retirement plan. A background check is required prior to employment.
