Responsibilities The USDS Privacy and Integrated Security team oversees and governs privacy impacts to TikTok USDS operations. We partner with TikTok global legal, R&D, Privacy and Data Protection Office, and security organizations to advance privacy practices. Responsibilities include governance of data inventory, data classification, data retention/deletion, incident response, and ensuring scalable and compliant privacy and data protection practices. We are seeking a strategic and detail-oriented Information Governance Program Manager to lead information governance across USDS business operation systems and service platforms. This role works closely with USDS operations teams, providing leadership on information governance across its lifecycle. Initially focused on business tools and collaboration platforms, the role will evolve to establish visibility and privacy policy enforcement across business lines, ensuring data usage and practices follow global policies and standards. Reporting Structure Initially reporting to the Head of Privacy and Integrated Security. The reporting structure may evolve as the capability grows. Work Model Hybrid work schedule requiring in-office work 3 days a week, or as directed by management. The organization regularly reviews the hybrid model and requirements may change. Responsibilities Corporate Data and Information Governance Drive implementation of corporate data retention and deletion standards in USDS business systems (e.g., messaging, collaboration, productivity tools). Act as main POC for information governance in business system rollouts and decommissions. Advise on litigation holds and defensible data disposition with USDS and global legal, IT, and operations teams. Ensure global policies are operationalized in USDS, including data sovereignty considerations. Document and track retention rules, system-level exceptions, and business-area dependencies.
Program Management & Cross-Functional Engagement Lead and support development of the Information Governance capability across USDS. Develop, implement, and maintain information governance policies, standards, and procedures aligned with TikTok policies and USDS objectives. Participate in global information governance initiatives, representing USDS privacy requirements. Contribute USDS requirements to global data retention strategy and tooling. Collaborate to support privacy processes, visibility, and business enablement. Support capability maturity improvements (e.g., periodic privacy reviews with operations teams). Define and track KPIs to measure governance program effectiveness; report status, risks, and achievements to leadership. Engage in special projects as the team expands.
Platform Data Governance & Lifecycle Enablement Establish visibility into how business lines access, use, and store platform data outside core systems; collaborate with global privacy and engineering teams to mature automation and governance for untracked data. Define policy specifications to operationalize global privacy and data usage policies; ensure data usage adheres to purpose limitation and data minimization. Support governance models for business-initiated data use (e.g., partner data sharing, offline storage, unstructured data).
Qualifications Minimum Qualifications Bachelors degree in Information Management, Computer Science, Law, or related field. Strong understanding of privacy frameworks (e.g., GDPR, CCPA), privacy-by-design principles, and data protection capabilities. 5+ years in information governance, data governance, data management, or related fields; 3+ years in a program management or leadership role. Experience designing and maturing enterprise-level governance programs, including data retention and disposition policies. Deep understanding of data management principles (data quality, metadata, architecture, security, MDM, retention/lifecycle). Experience with governance tools and data catalogs; configuring retention in enterprise applications. Strategic thinking, problem-solving, and strong communication skills; ability to navigate ambiguity in a large organization. Preferred Qualifications Experience in the social media industry Experience in a global R&D setting Certifications such as CISSP, CDPSE, CIPT, CIPP, CIPM Experience with Cloud Security Governance and Micro-services Architecture About USDS TikTok is the leading destination for short-form mobile video.
