Overview
The
Chief Estimator
will lead and manage the estimating function for the Southeast Region, overseeing the preparation of competitive bids and proposals for
roadway, paving, and civil infrastructure projects . This role is responsible for developing bid strategies, directing estimating teams, and ensuring the delivery of
accurate, timely, and competitive estimates
that align with company goals. The Chief Estimator will work closely with executive leadership, project management, engineering, and procurement teams to help maintain a strong pipeline of successful project awards. Key Responsibilities
Lead, mentor, and manage the regional estimating team, fostering collaboration and performance excellence. Establish standardized estimating processes, tools, and best practices to ensure consistency, accuracy, and efficiency. Allocate resources and assign responsibilities according to project scope and complexity. Direct the preparation of detailed cost estimates for
heavy civil, roadway, paving, and infrastructure projects
throughout Florida and the Southeast. Oversee quantity take-offs, subcontractor and supplier outreach, risk analysis, and final pricing. Ensure all bids comply with technical, contractual, and regulatory requirements, including FDOT, county, and municipal specifications. Lead bid reviews with senior leadership, ensuring estimates align with strategic and financial objectives. Partner with operations, engineering, and procurement teams to validate constructability, schedules, and resource requirements. Build and maintain strong relationships with subcontractors, suppliers, and vendors to secure competitive pricing. Represent the company at pre-bid meetings, site visits, client presentations, and industry events. Business Development & Strategy
Collaborate with leadership to identify new opportunities, prioritize pursuits, and develop competitive strategies. Monitor market conditions, competitor activity, and industry trends to strengthen regional competitiveness. Support the development of long-term estimating capabilities, including training programs and process improvements. Qualifications
Education & Experience Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred. 15+ years of estimating experience in heavy civil construction , including at least
5 years in a senior or chief estimator role . Demonstrated success in leading winning bids for large-scale projects. Expert knowledge of estimating principles, cost control, and construction means/methods. Strong leadership and team management skills, with experience leading multi-office or multi-project estimating functions. Proficiency with estimating software (e.g., HCSS HeavyBid), Microsoft Office Suite, and Primavera P6. Excellent analytical, negotiation, and communication abilities. Ability to perform under tight deadlines while managing multiple concurrent bids. Based in
Florida , with occasional travel to regional offices, project sites, pre-bid meetings, and industry events. Office-based leadership role with significant collaboration across project and executive teams. Seniority level
