Job Description
Summary:
The Field Systems Implementation Manager, Senior is a self-driven, technically savvy individual with the ability to lead effective and capable teams. The Senior Field Systems Manager is responsible for all roadway technology systems from architecture and implementation through transfer to operation and maintenance, in accordance with the Comprehensive Development Agreement (CDA) and the Companies’ Project Management Plans. The field systems include the Toll Collection System (TCS), Intelligent Transportation System (ITS), and Network Communications System (NCS). These systems must operate smoothly to ensure reliable reporting of revenue and traffic while providing drivers with a consistent experience.
Essential duties and responsibilities include leading the Field Systems Implementation team, managing the pipeline of new Field Systems projects, ensuring accurate reporting and inventory control, delivering on-time and on-budget deployments, driving safety, and presenting progress and findings to management. This role also entails procurement oversight, coordinating with contractors and vendors, coordinating with internal teams, and ensuring regulatory and CDA compliance throughout the project lifecycle.
Essential Duties and Responsibilities
Manage the Field Systems Implementation team (Managers, technicians, and specialists) to support company objectives.
Identify team needs for upcoming Field Systems projects; prepare annual budgets, manage to approved budgets, and report variances.
Ensure accurate reporting and inventory tracking for all RMA equipment.
Lead Field System Implementation personnel to deliver on-time and on-budget results; analyze system performance and document changes.
Foster a safety-minded environment; ensure required training is completed.
Prepare and present weekly and periodic reports on the implementation of new Field Systems.
Perform cost-benefit analyses for Field Systems implementations and lead toll gantry installation lifecycle from design to commissioning.
Develop and implement strategies to improve toll revenue accuracy, system uptime, and customer satisfaction.
Oversee upgrades and transitions to new technologies and tolling assets; manage back-office integrations.
Lead incident response planning and root cause analysis for tolling disruptions.
Lead procurement of outsourced services as needed and in accordance with company policies.
Create, review, and approve all procedures involving the Field Systems Implementation team.
Manage contractors in design, development, and implementation of roadside systems within project milestones.
Identify, track, and escalate system/project progress, risks; present recommended technical solutions to management.
Review and approve Concepts of Operations (ConOps) for new field systems.
Plan and schedule activities for each approved project with attention to budget and critical paths; report progress against milestones.
Conduct procurement in alignment with policies; scope definition, RFP awards, contracting with legal, and implementation with contractors for design and deployment of Roadside Systems.
Review, evaluate, and approve documentation to ensure compliance with requirements; identify operational shortcomings and contractual non-compliance.
Review, evaluate, and approve test cases and results across Factory, Integration, User Acceptance, and Performance Testing.
Coordinate Change Requests with contractors and track execution.
Ensure safe implementations with internal and third-party resources; monitor works and stop unsafe activities as needed.
Coordinate with roadside design teams to ensure software/hardware support CDA and internal procedures.
Coordinate resolution of impacts to existing field systems due to ongoing construction.
Evaluate and coordinate insurance claims for third-party damages to field system infrastructure.
O&M phase: Coordinate with contractors for proper design and execution to ensure continuous operations against disruptions.
Collaborate with COO, CIO, Traffic Management Center, and ITS Operations Maintenance Managers to integrate back-end tolling systems with roadside components.
Participate in field-systems-related meetings with TxDOT, contractors, and other developers as needed.
Perform other job-related duties as assigned.
Qualifications (Knowledge, Skills & Abilities) To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Bachelor’s degree in IT, Computer Science, Electrical Engineering, Mechanical Engineering, Civil Engineering or a related field. A degree may be substituted by experience.
10-15+ years of relevant ITS, technology implementation or management experience.
Experience with hands-on implementation of telecommunications or other technological systems is highly preferred.
Deep understanding of toll system architecture, data flows, and performance metrics.
Project management experience coordinating teams or field crews in a technology environment is preferred.
Experience with vendor management, contract negotiation, and regulatory compliance.
Understanding of recent developments and current trends related to tolling and congestion pricing.
Professional qualities: ability to oversee and delegate a team of approximately 1-5 individuals; manage tasks and deadlines, including vendor contracts; interact in a self-managed team structure; multitask and solve problems; implement innovative processes in a fast-paced environment.
Computer skills: strong knowledge of IT network communications and systems; experience with Maintenance Management Systems; proficiency in Microsoft Excel, Word, PowerPoint, and other PC-based programs.
Work environment and physical demands: occasional travel to roadway sites, some night work, ability to lift up to 25 pounds, vision requirements, frequent standing/walking/sitting, and occasional work on aerial platforms.
