Overview

Salary range is $104k to $206k, with a midpoint of $155k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Sound Transit is seeking two construction procurements managers for Design-Bid-Build, Alternate Public Works for Design-Build (traditional and progressive), General Contractor/Construction Manager (GC/CM), Job Order Contracting, and Small Public Works with contract administration and management experience. The roles require a strong sense of teamwork and stakeholder relationship management. These positions supervise Contract Specialists responsible for future procurements related to a $60+B expansion program through 2040. There are over 40 existing construction contracts currently valued at $8 Billion. These roles are considered non-worksite essential and eligible for flex work arrangements, including flexible schedule or remote work. The Procurement, Contracts & Agreements (PCA) Division aims to deliver excellent, value-added procurement and contract administration services to internal partners and the entire agency. This position resides within the Design & Construction Contracts section that supports Sound Transit’s capital expansion projects. The division has earned procurement accreditation and the Pareto Award of Excellence in Public Procurement. Essential Functions

The following duties are representative of primary duties and responsibilities. Incumbent(s) may not perform all duties listed and may be required to perform additional duties. Lead by example and model Sound Transit values, providing guidance, mentorship, motivation and training as needed. Build and maintain a strong team and foster a culture of teamwork, collaboration, and accountability within the Design and Construction Group and with other divisions and stakeholders. Coach and lead the team to high levels of professional development, productivity and performance; provide feedback, evaluate, train and motivate staff; manage workflows and priorities; advise staff; develop professional development plans. Collaborate with the agency to define procurement requirements, proposed qualifications, evaluation criteria, contract terms, and ensure proper contractual guidelines and policy procedures are followed. Research, prepare and issue solicitation and contract documents in accordance with policies, procedures, federal and state laws. Advise on construction delivery procurement method best practices in RCW 39.10 and alternative delivery procurement method best practices in RCW 39.10. Support and/or lead contract negotiations. Lead evaluation committees and advise on proposer conformance with solicitation requirements. Provide leadership and input on protests from unsuccessful proposers. Develop, review and edit boilerplate documents; ensure references to RCW, WAC or CFR are current; revise boilerplate as procurement approaches change. Evaluate strategies to maximize competition while meeting customer needs for cost savings, compliance, and efficiency improvements. Review, analyze, and administer Design-Build and GC/CM contracts; perform cost/price analysis on procurement proposals and contract amendments; perform consultant labor rate analysis and other costs; negotiate. Manage complex Design-Build and GC/CM contracts with guidance and oversight, ensuring compliance with federal, state and local guidelines. Provide exceptional customer service and build relationships with stakeholders to achieve strategic objectives; address questions and concerns from agency departments and other stakeholders. Develop and implement internal policies for contract and performance measures; support agency policy initiatives related to DCC and align with Sound Transit strategic plan; communicate strategy in written and oral presentations. Serve as a subject matter expert; resolve complex contract issues; research and advise senior management; prepare reports for senior leadership; manage contract risk and complexity. Develop new administrative and procurement procedures for efficiency; interpret contract provisions and evaluate change orders. Prepare contract and administrative reports for upper management; interface with vendors to resolve invoice disputes; contribute input on complex procurement methodologies for construction contracts. Lead development and implementation of goals, objectives, policies, and priorities for staffing and projects; participate in agency-wide initiatives and support matters as directed; liaise with FTA and other agencies on procurement audits. Champion Sound Transit core values and contribute to diversity, equity and inclusion initiatives; adhere to safety rules and integrate sustainability into daily operations. Other duties as assigned. Minimum Qualifications

Education and Experience: Bachelor's degree in Business Administration, Public Administration, Contract Management, or related field. Five years of experience in public sector construction contracting and procurement services, preferably with Design-Build and/or GC/CM experience; or an equivalent combination of education and experience. Three years of leadership, budgeting, planning and workforce management experience. Preferred Licenses or Certifications

Design-Build Institute of America (DBIA) Professional Certification, or equivalent, within 36 months of hire. Preferred Knowledge and Skills

Public administration and procurement principles; contract administration; contract cost and price analysis under FAR Part 31 and RCW. Federal Transit Administration and Federal Highway Administration requirements; relevant laws and regulations. Contract law interpretation; advanced negotiation; supervision and performance evaluation; customer service; software proficiency; relationship building; policy interpretation; contract and management reporting; effective communication. Project management techniques; cross-department collaboration; staff supervision; written and oral communication; problem-solving and analytical skills. Physical Demands / Work Environment

Hybrid office environment with occasional on-site requirements. Ability to review contracts and documents in a shortened timeline; familiarity with E1 and BI tools; safety training provided. Safety and healthy work environment practices are required. EEO Notice
